AMENDMENT TO HOUSE BILL 5783

2     AMENDMENT NO. ______. Amend House Bill 5783 on page 1, line
3 7, after "1-11,", by inserting "3-8,"; and
 
4 on page 10, immediately below line 11, by inserting the
5 following:
 
6     "(225 ILCS 410/3-8)  (from Ch. 111, par. 1703-8)
7     (Section scheduled to be repealed on January 1, 2016)
8     Sec. 3-8. Cosmetologists, cosmetology teachers, and
9 cosmetology clinic teachers registered or licensed elsewhere.
10     (a) Except as otherwise provided in this Act, upon payment
11 of the required fee, an applicant who is a cosmetologist,
12 cosmetology teacher, or cosmetology clinic teacher registered
13 or licensed under the laws of another state or territory of the
14 United States or of a foreign country or province may, without
15 examination, be granted a license as a licensed cosmetologist,
16 cosmetology teacher, or cosmetology clinic teacher by the

1 Department in its discretion upon the following conditions:
2         (1) (a) The cosmetologist applicant is at least 16
3     years of age and the cosmetology teacher or cosmetology
4     clinic teacher applicant is at least 18 years of age; and
5         (2) (b) The requirements for the registration or
6     licensing of cosmetologists, cosmetology teachers, or
7     cosmetology clinic teachers in the particular state,
8     territory, country, or province were, at the date of the
9     license, substantially equivalent to the requirements then
10     in force for cosmetologists, cosmetology teachers, or
11     cosmetology clinic teachers in this State; or the applicant
12     has established proof of legal practice as a cosmetologist,
13     cosmetology teacher, or cosmetology clinic teacher in
14     another jurisdiction for at least 3 years; and
15         (3) (c) The applicant has Has met any other
16     requirements of this Act.
17     The Department shall prescribe reasonable rules governing
18 the recognition of and the credit to be given to the study of
19 cosmetology under a cosmetologist registered or licensed under
20 the laws of another state or territory of the United States or
21 a foreign country or province by an applicant for a license as
22 a cosmetologist, and for the recognition of legal practice in
23 another jurisdiction towards the education required under this
24 Act.
25     (b) Except as otherwise provided in this Act, upon payment
26 of the required fee, an applicant who is a cosmetologist,

1 cosmetology teacher, or cosmetology clinic teacher registered
2 or licensed under the laws of another state or territory of the
3 United States shall, without examination, be granted a license
4 as a licensed cosmetologist, cosmetology teacher, or
5 cosmetology clinic teacher, whichever is applicable, by the
6 Department upon the following conditions:
7         (1) The cosmetologist applicant is at least 16 years of
8     age and the cosmetology teacher or cosmetology clinic
9     teacher applicant is at least 18 years of age; and
10         (2) The applicant submits to the Department
11     satisfactory evidence that the applicant is registered or
12     licensed in another state or territory as a cosmetologist,
13     cosmetology teacher, or cosmetology clinic teacher; and
14         (3) The applicant has met any other requirements of
15     this Act.
