AMENDMENT TO HOUSE BILL 5053

2     AMENDMENT NO. ______. Amend House Bill 5053 on page 2,
3 immediately below line 25, by inserting the following:
4         "(5) He or she agrees to accept medical payments, as
5     defined in this Act, and to serve targeted populations.";
6     and
 
7 on page 3, immediately below line 6, by inserting the
8 following:
9         ""Medical payments" means compensation provided to
10     physicians for services rendered under Article V of the
11     Illinois Public Aid Code.
12         "Medically underserved area" means an urban or rural
13     area designated by the Secretary of the United States
14     Department of Health and Human Services as an area with a
15     shortage of personal health services or as otherwise
16     designated by the Department of Public Health.
17         "Medically underserved population" means (i) the

1     population of an urban or rural area designated by the
2     Secretary of the United States Department of Health and
3     Human Services as an area with a shortage of personal
4     health services, (ii) a population group designated by the
5     Secretary of the United States Department of Health and
6     Human Services as having a shortage of personal health
7     services, or (iii) as otherwise designated by the
8     Department of Public Health."; and
 
9 on page 3 immediately below line 15, by inserting the
10 following:
11         ""Targeted populations" means one or more of the
12     following: (i) a medically underserved population, (ii)
13     persons in a medically underserved area, (iii) an uninsured
14     population of this State, and (iv) persons enrolled in a
15     medical program administered by the Illinois Department of
16     Healthcare and Family Services.
17         "Uninsured population" means persons who (i) do not own
18     private health care insurance, (ii) are not part of a group
19     insurance plan, and (iii) are not eligible for any State or
20     federal government-sponsored health care program."; and
 
21 on page 6, by replacing lines 12 through 15 with the following:
22     "(7) To establish a program, and the criteria for such
23 program, for the repayment of the educational loans of
24 physicians who agree to (i) serve in designated shortage areas

1 for a specified period of time, no less than 3 years, (ii)
2 accept medical payments, as defined in this Act, and (iii)
3 serve targeted populations to the extent required by the
4 program.".
