1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Section 3-603 as follows:
 
6     (625 ILCS 5/3-603)  (from Ch. 95 1/2, par. 3-603)
7     Sec. 3-603. Application for drive-away permits.
8     (a) A dealer who has sold a vehicle of a type otherwise
9 required to be registered under this Act to a nonresident of
10 this State who does not have currently valid registration in
11 his home state, may provide for the operation of such vehicle
12 without registration from the place of sale to the place of
13 destination outside of the State of Illinois, by issuing a
14 drive-away permit in the manner prescribed by the Secretary of
15 State and by affixing the permit to such vehicle in the manner
16 prescribed by the Secretary of State. Any vehicle being
17 operated pursuant to a drive-away permit may not be used for
18 any other purpose and such permits shall be effective only for
19 a period of 30 7 days from the date of sale.
20     (b) Any dealer may make application to the Secretary of
21 State upon the appropriate form for drive-away permits for
22 motor vehicles sold by such dealer. Along with such application
23 each applicant shall submit proof of his status as a bona fide

1 dealer and any other information as may be required by the
2 Secretary of State. A non-resident who has purchased a motor
3 vehicle from a person who is not a dealer, may likewise apply
4 to the Secretary of State for a drive-away permit for display
5 upon such vehicle while being driven from Illinois to the State
6 of residence of the applicant. Along with such application, the
7 applicant shall submit proof of his non-residence and
8 eligibility for a reciprocal exemption from registration in
9 Illinois.
10     All drive-away permits issued under such application shall
11 bear a distinguishing number and such other features as may be
12 required by the Secretary of State.

14     Section 99. Effective date. This Act takes effect upon
15 becoming law.
