AMENDMENT TO HOUSE BILL 3782

2     AMENDMENT NO. ______. Amend House Bill 3782 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 1. Short title. This Act may be cited as the
5 Movable Soccer Goal Safety Act.
 
6     Section 5. Definitions. As used in this Act:
7     "Movable soccer goal" means a freestanding structure
8 consisting of at least 2 upright posts, a crossbar, and support
9 bars that is designed:
10         (1) to be used by adults or children for the purposes
11     of a soccer goal;
12         (2) to be used without any other form of support or
13     restraint (other than pegs, stakes, or other forms of
14     temporary anchoring device); and
15         (3) to be able to be moved to different locations.
16     "Guidelines for Movable Soccer Goal Safety" means the

1 publication "Guidelines for Movable Soccer Goal Safety"
2 published by the U.S. Consumer Product Safety Commission in
3 January, 1995 or any successor version of that publication.
4     "Person" means any individual, business organization, park
5 district, school, sporting club, or community center that owns
6 or controls a moveable soccer goal.
 
7     Section 10. Setting up, moving, or storing a movable soccer
8 goal. A person must follow all applicable guidelines for
9 anchoring, securing, and counterweighting the movable soccer
10 goal that are set forth in "Guidelines for Movable Soccer Goal
11 Safety" when setting up a movable soccer goal for use, after
12 moving a goal previously set up, or when storing a movable
13 soccer goal.
 
14     Section 15. Tip-resistant moveable soccer goals required.
15     (a) Beginning on the effective date of this Act, no
16 commercial dealer, manufacturer, importer, distributor,
17 wholesaler, or retailer may manufacture, re-manufacture,
18 retrofit, distribute, sell at wholesale or retail, contract to
19 sell or resell, lease, or sublet, or otherwise place in the
20 stream of commerce a moveable soccer goal that is not
21 tip-resistant.
22     (b) For purposes of this Act, a moveable soccer goal whose
23 inside measurements are 6.5 to 8 feet (2 to 2.4 meters) high
24 and 18 to 24 feet (5.5 to 7.3 meters) wide is not presumed to be

1 tip-resistant if it does not conform to the American Society
2 for Testing and Materials (ASTM) standard F2673-08 for
3 tip-resistant movable soccer goals.
 
4     Section 20. Penalty. Violation of this Act is a petty
5 offense for which a fine not to exceed $500 may be imposed.".
