AMENDMENT TO HOUSE BILL 3631

2     AMENDMENT NO. ______. Amend House Bill 3631 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 1. Short title. This Act may be cited as the
5 Community Youth Employment Act.
 
6     Section 5. Program; eligibility. Subject to appropriation,
7 the Department of Commerce and Economic Opportunity shall
8 administer a competitive grant program that will provide 5,000
9 youths with stipends or wages, or both, and supervision for up
10 to a 10-week summer work period. The grants shall be awarded
11 only to summer programs, of no more than 100 youths, that:
12         (1) are created and administered by a community-based
13     organization, not-for-profit organization, educational
14     institution, or governmental entity in Illinois;
15         (2) employ low-income youths in Illinois between the
16     ages of 14 and 21; and

1         (3) involve age-appropriate, ability-appropriate, and
2     experience-appropriate:
3             (A) job training;
4             (B) life skills;
5             (C) education counseling;
6             (D) work readiness skills; or
7             (E) supervised meaningful work experience
8         projects.
 
9     Section 10. Eligible costs. Grant money awarded under this
10 Act shall be used as follows:
11         (1) a stipend of $7.50 per hour for learning activities
12     and at least minimum wage for meaningful work experience
13     for a maximum of 200 hours per participating youth, to be
14     paid over a 10-week period;
15         (2) to provide salary for supervisors for each summer
16     program;
17         (3) supportive services, including but not limited to
18     transportation and child care; and
19         (4) a 10% overhead, per summer program, to provide for
20     insurance and business necessities.
 
21     Section 15. Grantee responsibilities. Any entity receiving
22 a grant under this Act must provide services to the youths
23 receiving stipends or wages, or both, under this Act. In
24 providing the following services, the entity must expend, out

1 of the entity's budget, at least 20% of any amount awarded in
2 paragraphs (2) through (4) of Section 10 to provide for
3 services under this Section. The services provided must
4 include:
5         (1) job assessment services;
6         (2) recreation services;
7         (3) job placement services; or
8         (4) administration of this youth program.
 
9     Section 99. Effective date. This Act takes effect upon
10 becoming law.".
