AMENDMENT TO HOUSE BILL 583

2     AMENDMENT NO. ______. Amend House Bill 583 as follows:
 
3 on page 1, immediately after the enacting clause, by inserting
4 the following:
 
5     "Section 5. The State Finance Act is amended by adding
6 Section 5.719 as follows:
 
7     (30 ILCS 105/5.719 new)
8     Sec. 5.719. The Equine Rescue Assistance Fund."; and
 
9 on page 1, line 4, by replacing "Section 5" with "Section 7";
10 and
 
11 on page 1, line 5, by replacing "Section 13.1" with "Sections
12 13.1 and 13.3"; and

1 on page 1, immediately after line 13, by inserting the
2 following:
 
3     "(225 ILCS 635/13.3 new)
4     Sec. 13.3. Equine Rescue Assistance Fund and Program.
5     (a) The Equine Rescue Assistance Fund is created as a
6 special fund in the State Treasury. The Fund may accept fees,
7 gifts, grants, donations, and federal or State appropriations,
8 for use by the Department in making grants to qualified equine
9 rescue organizations through the Equine Rescue Assistance
10 Program.
11     (b) Federally inspected facilities that produce horse meat
12 that is exempt from this Act's requirements because of Section
13 13.1 shall collect a fee of $25 for every horse slaughtered.
14 These facilities shall remit these fees to the Department on a
15 quarterly basis, and the Department shall deposit remitted fees
16 into the Equine Rescue Assistance Fund.
17     (c) The Department shall create and administer an Equine
18 Rescue Assistance Program. Subject to appropriation from the
19 Fund, the Department shall make grants to qualified equine
20 rescue organizations for the expansion of equine rescue
21 facilities and for the care and maintenance of rescued
22 horses.".
