AMENDMENT TO HOUSE BILL 544

2     AMENDMENT NO. ______. Amend House Bill 544 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Counties Code is amended by changing
5 Section 5-1034 as follows:
 
6     (55 ILCS 5/5-1034)  (from Ch. 34, par. 5-1034)
7     Sec. 5-1034. Tax for provision of social services for
8 senior citizens.
9     (a) The county board may annually impose a tax of not to
10 exceed .025 percent of the value, as equalized or assessed by
11 the Department of Revenue, of all the taxable property in the
12 county for the purpose of providing social services for senior
13 citizens as described in Sections 5-1005 and 5-1091.
14     (b) A county board that has not imposed a tax under
15 subsection (a) may annually impose a tax of not to exceed .025
16 percent of the value, as equalized or assessed by the

1 Department of Revenue, of all the taxable property in the
2 county for the purpose of providing human services. Prior to
3 the submission of the question of the imposition of a tax for
4 human services purposes under this subsection, the county board
5 shall adopt, by ordinance or resolution, a human services plan
6 providing the specific uses for which the tax revenue may be
7 used.
8     (c) Neither tax may This tax shall not be levied in any
9 county until the question of its adoption is submitted to the
10 electors thereof and approved by a majority of those voting on
11 the question. This question may be submitted at an election
12 held in the county, after the adoption of a resolution by the
13 County Board providing for the submission of the question at a
14 referendum. The question shall be certified by the board to the
15 proper election officials, who shall submit the question at an
16 election held in accordance with the general election law. If a
17 majority of the votes cast on the question is in favor of the
18 levy of such tax, it may thereafter be levied in such county
19 for each succeeding year.

21     Section 99. Effective date. This Act takes effect upon
22 becoming law.".
