1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Sections 11-703, 11-806, and 11-1505 as follows:
 
6     (625 ILCS 5/11-703)  (from Ch. 95 1/2, par. 11-703)
7     Sec. 11-703. Overtaking a vehicle on the left.
8     The following rules govern the overtaking and passing of
9 vehicles proceeding in the same direction, subject to those
10 limitations, exceptions, and special rules otherwise stated in
11 this Chapter:
12     (a) The driver of a vehicle overtaking another vehicle
13 proceeding in the same direction shall pass to the left thereof
14 at a safe distance and shall not again drive to the right side
15 of the roadway until safely clear of the overtaken vehicle. In
16 no event shall such movement be made by driving off the
17 pavement or the main traveled portion of the roadway.
18     (b) Except when overtaking and passing on the right is
19 permitted, the driver of an overtaken vehicle shall give way to
20 the right in favor of the overtaking vehicle on audible signal
21 and shall not increase the speed of his vehicle until
22 completely passed by the overtaking vehicle.
23     (c) The driver of a 2 wheeled vehicle may not, in passing

1 upon the left of any vehicle proceeding in the same direction,
2 pass upon the right of any vehicle proceeding in the same
3 direction unless there is an unobstructed lane of traffic
4 available to permit such passing maneuver safely.
5     (d) The operator of a motor vehicle overtaking a bicycle or
6 individual proceeding in the same direction on a highway shall
7 leave a safe distance, but not less than 3 feet, when passing
8 the bicycle or individual and shall maintain that distance
9 until safely past the overtaken bicycle or individual.

12     Sec. 11-806. Method of giving hand and arm signals.
13     All signals herein required given by hand and arm shall be
14 given from the left side of the vehicle in the following manner
15 and such signals shall indicate as follows:
16     1. Left turn - Hand and arm extended horizontally.
17     2. Right turn - Hand and arm extended upward, except that a
18 person operating a bicycle may extend the right hand and arm
19 horizontally and to the right side of the bicycle.
20     3. Stop or decrease of speed - Hand and arm extended
21 downward.

1 cycles on roadways -Riding on roadways and bicycle paths. (a)
2 Any person operating a bicycle or motorized pedal cycle upon a
3 roadway at less than the normal speed of traffic at the time
4 and place and under the conditions then existing shall ride as
5 close as practicable and safe to the right-hand curb or edge of
6 the roadway except under the following situations:
7     1. When overtaking and passing another bicycle, motorized
8 pedal cycle or vehicle proceeding in the same direction; or
9     2. When preparing for a left turn at an intersection or
10 into a private road or driveway; or
11     3. When reasonably necessary to avoid conditions
12 including, but not limited to, fixed or moving objects, parked
13 or moving vehicles, bicycles, motorized pedal cycles,
14 pedestrians, animals, surface hazards, or substandard width
15 lanes that make it unsafe to continue along the right-hand curb
16 or edge. For purposes of this subsection, a "substandard width
17 lane" means a lane that is too narrow for a bicycle or
18 motorized pedal cycle and a vehicle to travel safely side by
19 side within the lane.
20     4. When approaching a place where a right turn is
21 authorized.
22     (b) Any person operating a bicycle or motorized pedal cycle
23 upon a one-way highway with two or more marked traffic lanes
24 may ride as near the left-hand curb or edge of such roadway as
25 practicable.
