HOUSE RESOLUTION

 
2     WHEREAS, The costs of housing prisoners in the Illinois
3 Penitentiary System and county jails are a tremendous burden on
4 the Illinois taxpayers; and
 
5     WHEREAS, The recidivism rate among prisoners in the
6 Illinois correctional system is about 54%; and
 
7     WHEREAS, Many persons sentenced to prison or jail have the
8 potential of rehabilitation; and
 
9     WHEREAS, Service in the Armed Forces of the United States
10 and the Illinois National Guard by persons who would otherwise
11 be sentenced to prison or jail would be a more productive
12 alternative for these persons; and
 
13     WHEREAS, The Armed Forces of the United States and the
14 Illinois National Guard promote self-respect and enhance a
15 person's ability to serve the remainder of his or her life as a
16 productive citizen; and
 
17     WHEREAS, A Second Chance Task Force should be created to
18 study military service as an alternative to imprisonment;
19 therefore, be it

1     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3 the House create the Second Chance Task Force to study military
4 service as an alternative to imprisonment; and be it further
 
5     RESOLVED, That the Task Force shall consist of 8 members as
6 follows:
7         (1) 4 members appointed by the Speaker of the House of
8     Representatives; and
9         (2) 4 members appointed by the Minority Leader of the
10     House of Representatives; and be it further
 
11     RESOLVED, That the Task Force shall choose its chair and
12 other officers and shall meet at the call of the chair; and be
13 it further
 
14     RESOLVED, That the members of the Task Force shall serve
15 without compensation but shall be reimbursed for their
16 reasonable and necessary expenses from funds appropriated for
17 that purpose; and be it further
 
18     RESOLVED, That the Task Force shall receive the assistance
19 of legislative staff and such other persons as it deems
20 appropriate and shall report its findings and recommendations
21 to the House of Representatives by December 31, 2008.
