HOUSE RESOLUTION

 
2     WHEREAS, It is a tradition of many schools across the State
3 to separate twins, triplets, or other multiple siblings into
4 different classrooms upon entering the school system without
5 considering the preference of the parent or the children and
6 the best interest of the multiples; and
 
7     WHEREAS, The available studies and data indicate that in
8 most cases separation of multiples in school is not beneficial
9 to their achievement in school and in some cases can be
10 detrimental; and
 
11     WHEREAS, Often the separation of multiples when entering
12 the school environment can be detrimental to the support system
13 between multiples; and
 
14     WHEREAS, Each multiple is an individual; therefore,
15 separation in school is not necessary to develop their
16 individuality; and
 
17     WHEREAS, Separation of multiples in school can, in many
18 cases, cause hardship to the parents who have to deal with
19 different class schedules and activities; and
 
20     WHEREAS, The fact that the policy of separating multiples
21 has been followed by many schools does not mean that it is the
22 better or the correct policy; and
 
23     WHEREAS, Each set of multiples is different; while some
24 multiples will do better when placed together, others do better
25 when separated; therefore, placement of multiples should be
26 determined on a case-by-case basis with priority given to the
27 preference of the parents; therefore, be it
 
28     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2 we recommend that all school districts in the State develop a
3 policy concerning the separation of multiples that considers
4 each set of multiples on a case-by-case basis and takes into
5 consideration the preference of the parents and the best
6 interest of the children; and be it further
 
7     RESOLVED, That suitable copies of this resolution be
8 delivered to the State Board of Education and the State
9 Superintendent of Education for distribution to each school
10 district in the State.
