    Amends the Illinois Procurement Code.  Requires that before a contract is awarded that provides benefits to State employees, the General Assembly must approve the contract by adoption of a joint resolution by record vote.

    AN ACT concerning finance.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Illinois Procurement Code is amended  by 
5
adding Section 25-80 as follows:

    (30 ILCS 500/25-80  new)
7
    Sec. 25-80. State employee benefits. Notwithstanding any 
8
other provision of law, a contract may not be awarded unless it 
9
is approved by the General Assembly by adoption of a joint 
10
resolution by record vote if the contract is for the provision 
11
of benefits to employees of one or more State agencies.
