Amends the Emergency Medical Services (EMS) Systems Act. Changes a defined term from "non-emergency medical care" to "non-emergency medical services". Provides that "non-emergency medical services" includes medical care and monitoring (instead of services) rendered to a patient during treatment of such persons at health care facilities or at events at which the presence of health care personnel has been requested for public safety purposes, as well as during transportation of the patient to or from health care facilities (instead of only to such facilities). Eliminates a provision that the Act does not apply to the use of an ambulance or SEMSV for a non-medical transport
(for example, to an individual's residence), unless and until
emergency or non-emergency medical services are needed
during such transport.

| AN ACT concerning regulation.
| 2 |
| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 5. The Emergency Medical Services (EMS) Systems Act | 5 |
| is amended by changing Section 3.10 as follows:
| 6 |
| (210 ILCS 50/3.10)
| 7 |
| Sec. 3.10. Scope of Services.
| 8 |
| (a) "Advanced Life Support (ALS) Services" means
an | 9 |
| advanced level of pre-hospital and inter-hospital emergency
| 10 |
| care and non-emergency medical services
care that includes | 11 |
| basic life
support care, cardiac monitoring, cardiac | 12 |
| defibrillation,
electrocardiography, intravenous therapy, | 13 |
| administration of
medications, drugs and solutions, use of | 14 |
| adjunctive medical
devices, trauma care, and other authorized | 15 |
| techniques and
procedures, as outlined in the Advanced Life | 16 |
| Support
national curriculum of the United States Department of
| 17 |
| Transportation and any modifications to that curriculum
| 18 |
| specified in rules adopted by the Department pursuant to
this | 19 |
| Act.
| 20 |
| That care shall be initiated as authorized by the EMS
| 21 |
| Medical Director in a Department approved advanced life
support | 22 |
| EMS System, under the written or verbal direction of
a | 23 |
| physician licensed to practice medicine in all of its
branches | 24 |
| or under the verbal direction of an Emergency
Communications | 25 |
| Registered Nurse.
| 26 |
| (b) "Intermediate Life Support (ILS) Services"
means an | 27 |
| intermediate level of pre-hospital and inter-hospital
| 28 |
| emergency care and non-emergency medical services
care that | 29 |
| includes
basic life support care plus intravenous cannulation | 30 |
| and
fluid therapy, invasive airway management, trauma care, and
| 31 |
| other authorized techniques and procedures, as outlined in
the | 32 |
| Intermediate Life Support national curriculum of the
United |

| States Department of Transportation and any
modifications to | 2 |
| that curriculum specified in rules adopted
by the Department | 3 |
| pursuant to this Act.

| That care shall be initiated as authorized by the EMS
| 5 |
| Medical Director in a Department approved intermediate or
| 6 |
| advanced life support EMS System, under the written or
verbal | 7 |
| direction of a physician licensed to practice
medicine in all | 8 |
| of its branches or under the verbal
direction of an Emergency | 9 |
| Communications Registered Nurse.
| 10 |
| (c) "Basic Life Support (BLS) Services" means a
basic level | 11 |
| of pre-hospital and inter-hospital emergency care and
| 12 |
| non-emergency medical services
care that includes airway | 13 |
| management,
cardiopulmonary resuscitation (CPR), control of | 14 |
| shock and
bleeding and splinting of fractures, as outlined in | 15 |
| the Basic Life Support
national curriculum of the United States
| 16 |
| Department of Transportation and any modifications to that
| 17 |
| curriculum specified in rules adopted by the Department
| 18 |
| pursuant to this Act.
| 19 |
| That care shall be initiated, where authorized by the
EMS | 20 |
| Medical Director in a Department approved EMS System,
under the | 21 |
| written or verbal direction of a physician
licensed to practice | 22 |
| medicine in all of its branches or
under the verbal direction | 23 |
| of an Emergency Communications
Registered Nurse.
| 24 |
| (d) "First Response Services" means a preliminary
level of | 25 |
| pre-hospital emergency care that includes
cardiopulmonary | 26 |
| resuscitation (CPR), monitoring vital signs
and control of | 27 |
| bleeding, as outlined in the First Responder
curriculum of the | 28 |
| United States Department of Transportation
and any | 29 |
| modifications to that curriculum specified in rules
adopted by | 30 |
| the Department pursuant to this Act.
| 31 |
| (e) "Pre-hospital care" means those emergency
medical | 32 |
| services rendered to emergency patients for analytic,
| 33 |
| resuscitative, stabilizing, or preventive purposes,
precedent | 34 |
| to and during transportation of such patients to
hospitals.
| 35 |
| (f) "Inter-hospital care" means those emergency
medical | 36 |
| services rendered to emergency patients for
analytic, |

| resuscitative, stabilizing, or preventive
purposes, during | 2 |
| transportation of such patients from one
hospital to another | 3 |
| hospital.
| 4 |
| (g) "Non-emergency medical services
care " means medical | 5 |
| care or monitoring
services rendered to
patients whose | 6 |
| conditions do not meet this Act's definition of emergency,
| 7 |
| during treatment of such persons at health care facilities or | 8 |
| at events at which the presence of health care personnel has | 9 |
| been requested for public safety purposes, or during | 10 |
| transportation of such patients to or from health care | 11 |
| facilities visited for the
purpose of obtaining medical or | 12 |
| health care services which are not emergency in
nature, using a | 13 |
| vehicle regulated by this Act.
| 14 |
| (h) (Blank).
The provisions of this Act shall not apply to
| 15 |
| the use of an ambulance or SEMSV for a non-medical transport
| 16 |
| (e.g. to an individual's residence), unless and until
emergency | 17 |
| or non-emergency medical services are needed
during such | 18 |
| transport.
