AMENDMENT TO HOUSE BILL 1565

2     AMENDMENT NO. ______. Amend House Bill 1565 on page 1, by
3 replacing lines 26 through 28 with the following:
4 "the Secretary of State; or ."; and
 
5 on page 1, immediately below line 30, by inserting the
6 following:
7     "(a-1) It is a violation of this Section for any person to
8 possess, use, or allow to be used any materials, hardware, or
9 software specifically designed for or primarily used in the
10 reading of encrypted language from the bar code or magnetic
11 strip of an official Illinois Identification Card or Illinois
12 Disabled Person Identification Card issued by the Secretary of
13 State. This subsection (a-1) does not apply if a federal or
14 State law, rule, or regulation requires that the card holder's
15 address be recorded in specified transactions or if the
16 encrypted information is obtained for the detection or possible
17 prosecution of criminal offenses or fraud. If the address
18 information is obtained under this subsection (a-1), it may be
19 used only for the purposes authorized by this subsection
20 (a-1)."; and
 
21 on page 21, by replacing lines 25 through 27 with the
22 following:

1 on page 22, immediately below line 7, by inserting the
2 following:
3     "(b-1) It is a violation of this Section for any person to
