AMENDMENT TO SENATE RESOLUTION 500

2     AMENDMENT NO. ___. Amend Senate Resolution 500 by replacing
3 lines 2 through 32 on page 1 and all of page 2 with the
4 following:
 
5     "WHEREAS, Controlling the dog and cat population would have
6 a significant benefit to the public health by aiding in the
7 prevention of dog attacks, reducing the number of dog and cat
8 bite cases involving children, and decreasing the number of
9 automobile accidents caused by stray dogs and cats; and
 
10     WHEREAS, Controlling the dog and cat population will save
11 taxpayer dollars by reducing the number of dogs and cats
12 handled by county and municipal animal control agencies; a
13 program was implemented in New Hampshire in 1994 and has
14 significantly reduced the number of dogs and cats euthanized in
15 shelters in that state; every dollar spent on the New Hampshire
16 neutering program has saved $3.15 in reduced impoundment costs
17 there; and
 
18     WHEREAS, It is in the best interest of the State of
19 Illinois to study the issues relating to dog and cat
20 over-population; therefore, be it
 
21     RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL
22 ASSEMBLY OF THE STATE OF ILLINOIS, that the Dog and Cat

1 Population Control Advisory Committee is hereby created to
2 study the dog and cat over-population problems; the Committee
3 shall be made up of 9 members as follows: The President of the
4 Senate or his designee, the Minority Leader of the Senate or
5 his designee, and the following members appointed by the
6 President of the Senate: one veterinarian who runs a private
7 practice in Central Illinois and coordinates a feral cat
8 trap/neuter/return program; one representative from a society
9 for the prevention of cruelty to animals, humane society, or
10 nonprofit animal shelter whose shelter is also a member of the
11 Illinois Federation of Humane Societies or is a member of the
12 Illinois Animal Control Association; one animal control
13 administrator from southern Illinois who is a veterinarian;
14 and, a pet owner; the following members to be appointed by the
15 Minority Leader of the Senate: one veterinarian who is a county
16 animal control administrator and a current member of the
17 Illinois State Veterinary Medical Association, one
18 representative from a high volume, low cost spay-neuter clinic
19 that runs a targeted spay/neuter program for the pets of
20 low-income clients for a city of more than 500,000 residents,
21 and one animal control administrator for a city of more than
22 500,000 residents; the Director of Agriculture or his
23 representative shall be a non-voting observer of the Dog and
24 Cat Population Control Advisory Committee; and be it further
 
25     RESOLVED, That the Advisory Committee shall hold one
26 meeting in Cook County and one meeting in Southern Illinois and
27 shall report its findings to the General Assembly on or before
28 November 1, 2004; after the Committee reports its findings, it
29 is dissolved; and be it further
 
30     RESOLVED, That a copy of this resolution be presented to
31 the President of the Senate, the Minority Leader of the Senate,
32 and the Director of Agriculture.".
