AMENDMENT TO SENATE BILL 3013

2     AMENDMENT NO. ______. Amend Senate Bill 3013 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Counties Code is amended by adding Section
5 5-15025 as follows:
 
6     (55 ILCS 5/5-15025 new)
7     Sec. 5-15025. Boil order; notification of certified local
8 public health department required. If a county, or any
9 department or agency of the county, issues a boil order, then
10 the county must notify any certified local public health
11 department that serves an area subject to the boil order as
12 soon as is practical, but no later than 2 hours after issuing
13 the order. In addition to the initial notice, the county must
14 provide, to any affected certified local public health
15 department, a written notification within 24 hours after
16 issuing the boil order. The written notification must include
17 the estimated duration of the order or warning and the
18 geographic area covered by the order or warning.
 
19     Section 10. The Illinois Municipal Code is amended by
20 adding Section 11-20-10.5 as follows:
 
21     (65 ILCS 5/11-20-10.5 new)
22     Sec. 11-20-10.5. Boil order; notification of certified

1 local public health department required. If a municipality, or
2 any department or agency of the municipality, issues a boil
3 order, then the municipality must notify any certified local
4 public health department that serves an area subject to the
5 boil order as soon as is practical, but no later than 2 hours
6 after issuing the order. In addition to the initial notice, the
7 municipality must provide, to any affected certified local
8 public health department, a written notification within 24
9 hours after issuing the boil order. The written notification
10 must include the estimated duration of the order or warning and
11 the geographic area covered by the order or warning.
 
12     Section 15. The Public Water District Act is amended by
13 adding Section 7.3 as follows:
 
14     (70 ILCS 3705/7.3 new)
15     Sec. 7.3. Boil order; notification of certified local
16 public health department required. If a public water district
17 issues a boil order, then the district must notify any
18 certified local public health department that serves an area
19 subject to the boil order as soon as is practical, but no later
20 than 2 hours after issuing the order. In addition to the
21 initial notice, the district must provide, to any affected
22 certified local public health department, a written
23 notification within 24 hours after issuing the boil order. The
24 written notification must include the estimated duration of the
25 order or warning and the geographic area covered by the order
26 or warning.
 
27     Section 20. The Water Service District Act is amended by
28 adding Section 5.2 as follows:

2 a boil order, then the district must notify any certified local
3 public health department that serves an area subject to the
4 boil order as soon as is practical, but no later than 2 hours
5 after issuing the order. In addition to the initial notice, the
6 district must provide, to any affected certified local public
7 health department, a written notification within 24 hours after
8 issuing the boil order. The written notification must include
9 the estimated duration of the order or warning and the
10 geographic area covered by the order or warning.
 
11     Section 25. The Water Authorities Act is amended by adding
12 Section 6c as follows:
 
13     (70 ILCS 3715/6c new)
14     Sec. 6c. Boil order; notification of certified local health
15 department required. If a water authority issues a boil order,
16 then the authority must notify any certified local public
17 health department that serves an area subject to the boil order
18 as soon as is practical, but no later than 2 hours after
19 issuing the order. In addition to the initial notice, the
20 authority must provide, to any affected certified local public
21 health department, a written notification within 24 hours after
22 issuing the boil order. The written notification must include
23 the estimated duration of the order or warning and the
24 geographic area covered by the order or warning.
 
25     Section 30. The Water Commission Act of 1985 is amended by
26 adding Section 2.5 as follows:
 
27     (70 ILCS 3720/2.5 new)
28     Sec. 2.5. Boil order; notification of certified local
29 public health department required. If a water commission issues
30 a boil order, then the commission must notify any certified

1 local public health department that serves an area subject to
2 the boil order as soon as is practical, but no later than 2
3 hours after issuing the order. In addition to the initial
4 notice, the commission must provide, to any affected certified
5 local public health department, a written notification within
6 24 hours after issuing the boil order. The written notification
7 must include the estimated duration of the order or warning and
8 the geographic area covered by the order or warning.
 
9     Section 99. Effective date. This Act takes effect upon
10 becoming law.".
