AMENDMENT TO SENATE BILL 2133

2     AMENDMENT NO. ______. Amend Senate Bill 2133, AS AMENDED,
3 by replacing everything after the enacting clause with the
4 following:
 
5     "Section 5. The Election Code is amended by adding Sections
6 4-50, 5-50, and 6-100 as follows:
 
7     (10 ILCS 5/4-50 new)
8     Sec. 4-50. Grace period. Notwithstanding any other
9 provision of this Code to the contrary, each election authority
10 until January 1, 2005 may and on and after January 1, 2005
11 shall establish procedures for the registration of voters
12 during the period from the close of registration for a primary
13 or election and until the 14th day before the primary or
14 election. During this grace period, an unregistered qualified
15 elector may register to vote in person in the office of the
16 election authority or at a voter registration location
17 specifically designated for this purpose by the election
18 authority. A registered voter may submit a change of address
19 form during this period as well. The election authority shall
20 register that individual in the manner provided by law.
21     If a voter who registers during this grace period wishes to
22 vote at the first election or primary occurring after the grace
23 period, he or she must do so by absentee ballot, either in
24 person or by mail at the discretion of the election authority.

6     Section 99. Effective date. This Act takes effect upon
