 1                    AMENDMENT TO SENATE BILL 684

 2        AMENDMENT NO.     .  Amend Senate Bill 684,  AS  AMENDED,
 3    by  replacing  everything  after the enacting clause with the
 4    following:

 5        "Section 5.  The  School  Code  is  amended  by  changing
 6    Section 14-1.09b as follows:

 7        (105 ILCS 5/14-1.09b)
 8        Sec. 14-1.09b.  Speech-language pathologist.
 9        (a)  For  purposes  of  supervision  of a speech-language
10    pathology assistant, "speech-language  pathologist"  means  a
11    person  who  has  received a license pursuant to the Illinois
12    Speech-Language  Pathology  and  Audiology  Practice  Act  to
13    engage in the practice of speech-language pathology.
14        (b)  The School  Service  Personnel  Certificate  with  a
15    speech-language  endorsement  shall  be  issued under Section
16    21-25 of this Code to a speech-language pathologist who meets
17    all of the following requirements:
18             (1)  Holds  (A)  a  license  as  a   speech-language
19        pathologist  pursuant  to  the  Illinois  Speech-Language
20        Pathology  and  Audiology  Practice  Act,  (B)  a current
21        Certificate of  Clinical  Competence  in  speech-language
22        pathology   from   the  American  Speech-Language-Hearing

 1        Association, or (C) a regular license or certificate   in
 2        speech-language pathology from another state or territory
 3        or the District of Columbia.
 4             (2) Holds a master's or doctoral degree with a major
 5        emphasis in speech-language pathology from an institution
 6        whose  course  of  study  was  approved  or  program  was
 7        accredited  by  the  Council on Academic Accreditation in
 8        Audiology and Speech-Language Pathology of  the  American
 9        Speech-Language-Hearing Association or its predecessor.
10             (3)  Either  (i)  has  completed  a program of study
11        before  July  1,  2002  that  includes  course  work  and
12        supervised clinical experience sufficient in breadth  and
13        depth  to demonstrate knowledge and skills related to the
14        specific problems, methods and procedures  applicable  to
15        students  with  disabilities  in a school setting serving
16        ages  3  through  21  or  (ii)  meets  the  content  area
17        standards for speech-language pathologists adopted by the
18        State Board of Education, in consultation with the  State
19        Teachers Certification Board.
20             (4)  Has   successfully   completed   the   required
21        Illinois certification tests.
22             (5)  Has  paid  the  application  fee  required  for
23        certification.
24        The provisions of this subsection (b) do not preclude the
25    issuance  of  a  teaching  certificate  to  a speech-language
26    pathologist who qualifies for such a certificate.

28        Section 10.  The Illinois Speech-Language  Pathology  and
29    Audiology  Practice  Act is amended by changing Section 7 and
30    adding Section 8.1 as follows:

 1        Sec. 7. Licensure requirement.
 2        (a)  Except as provided in subsection (b),  on  or  after
 3    June  1,  1989,  no  person  shall  practice  speech-language
 4    pathology   or  audiology  without  first  applying  for  and
 5    obtaining a license for such  purpose  from  the  Department.
 6    Except  as  provided  in this Section, on or after January 1,
 7    2002, no person shall perform the functions and duties  of  a
 8    speech-language  pathology  assistant  without first applying
 9    for and  obtaining  a  license  for  that  purpose  from  the
10    Department.
11        (b)  A  person  holding  a  regular  license  to practice
12    speech-language pathology or  audiology  under  the  laws  of
13    another  state,  a  territory  of  the  United States, or the
14    District  of  Columbia  who  has  made  application  to   the
15    Department   for   a   license  to  practice  speech-language
16    pathology or audiology may practice speech-language pathology
17    or audiology without a license for 90 days from the  date  of
18    application  or  until disposition of the license application
19    by the Department, whichever is sooner,  if  the  person  (i)
20    holds  a Certificate of Clinical Competence from the American
21    Speech-Language-Hearing   Association   in    speech-language
22    pathology  or  audiology or, in the case of an audiologist, a
23    certificate from the American Board of Audiology and (ii) has
24    not been disciplined and has no disciplinary matters  pending
25    in a state, a territory, or the District of Columbia.

29        Sec.  8.1.  Temporary  license.  On  and after January 1,
30    2004, a person who has met  the  requirements  of  items  (a)
31    through  (e) of Section 8 and intends to undertake supervised
32    professional experience as a speech-language pathologist,  as
33    required by subsection (f) of Section 8 and the rules adopted

 1    by the Department, must first obtain a temporary license from
 2    the  Department.  A  temporary  license  may be issued by the
 3    Department only to  an  applicant  pursuing  licensure  as  a
 4    speech-language   pathologist  in  this  State.  A  temporary
 5    license shall be issued to an applicant upon receipt  of  the
 6    required  fee as set forth by rule and documentation on forms
 7    prescribed by the Department demonstrating  that  a  licensed
 8    speech-language  pathologist  has  agreed  to  supervise  the
 9    professional experience of the applicant. A temporary license
10    shall  be issued for a period of 12 months and may be renewed
11    only once for good cause shown.

12        Section 99. Effective date.  This Act takes  effect  upon
13    becoming law.".
