1 AMENDMENT TO SENATE BILL 565
2 AMENDMENT NO. . Amend Senate Bill 565 as follows:
3 on page 1, line 9, by deleting "State"; and
4 on page 1, line 11, after the period, by inserting the
5 following:
6 "The goal of the Council is to fulfill the vision of a
7 statewide, high-quality, accessible, and comprehensive early
8 learning system to benefit all young children whose parents
9 choose it. The Council shall guide collaborative efforts to
10 improve and expand upon existing early childhood programs and
11 services. This work shall include making use of existing
12 reports, research, and planning efforts."; and
13 on page 1, line 14, by replacing "with one member" with "and
14 its membership shall reflect regional, racial, and cultural
15 diversity to ensure representation of the needs of all
16 Illinois children. One member shall be"; and
17 on page 1, line 19, after "Governor.", by inserting the
18 following:
19 "The Governor's appointments shall include without limitation
20 the following:
21 (1) A leader of stature from the Governor's office,
22 to serve as co-chairperson of the Council.

1 (2) The chief administrators of the following State
2 agencies: State Board of Education; Department of Human
3 Services; Department of Children and Family Services;
4 Department of Public Health; Department of Public Aid;
5 Board of Higher Education; and Illinois Community College
6 Board.
7 (3) Local government stakeholders and nongovernment
8 stakeholders with an interest in early childhood care and
9 education, including representation from the following
10 private-sector fields and constituencies: early childhood
11 education and development; child care; child advocacy;
12 parenting support; local community collaborations among
13 early care and education programs and services; maternal
14 and child health; children with special needs; business;
15 labor; and law enforcement. The Governor shall designate
16 one of the members who is a nongovernment stakeholder to
17 serve as co-chairperson.
18 In addition, the Governor shall request that the Region V
19 office of the U.S. Department of Health and Human Services'
20 Administration for Children and Families appoint a member to
21 the Council to represent federal children's programs and
22 services.
23 Members appointed by General Assembly members and members
24 appointed by the Governor who are local government or
25 nongovernment stakeholders shall serve 3-year terms, except
26 that of the initial appointments, half of these members, as
27 determined by lot, shall be appointed to 2-year terms so that
28 terms are staggered."; and
29 on page 1, immediately below line 20, by inserting the
30 following:
31 "Section 15. Accountability. The Illinois Early Learning
32 Council shall annually report to the Governor and General
33 Assembly on the Council's progress towards its goals and

1 objectives.
2 Section 99. Effective date. This Act takes effect upon
3 becoming law.".
