1 AN ACT in relation to child care.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Department of Human Services Act is
5 amended by adding Section 10-26 as follows:
6 (20 ILCS 1305/10-26 new)
7 Sec. 10-26. Child care capital investment program.
8 (a) The Department shall develop and implement a child
9 care capital investment program. The purposes of the program
10 are as follows:
11 (1) To assess the need for additional licensed
12 child care providers in low-income communities.
13 (2) To provide planning and technical assistance to
14 prepare child care providers for making capital
15 investments.
16 (3) To provide grants as part of a financing
17 package to build new child care capacity in high-need
18 communities throughout the State.
19 (b) The Department's implementation of the program must
20 include the following features:
21 (1) Completion of a demographics-based needs
22 assessment of subsidized full-day, full-year child care
23 in Illinois.
24 (2) Issuance of requests for proposals to child
25 care providers who are seeking new facilities or seeking
26 renovations to expand existing capacity. Proposals must
27 be submitted in 2 parts:
28 (A) An initial indication of interest,
29 including a project description, community benefits
30 and cost estimates, and private funding sources.
31 (B) Submission of a full application for a

1 grant, including a project budget and timetable,
2 after consideration of the needs assessment
3 completed under paragraph (1) and, if appropriate,
4 after the provision of technical assistance from the
5 Department.
6 (3) Conduct of outreach and training for interested
7 child care providers in Illinois on topics including, but
8 not limited to: property ownership and management;
9 fundraising; construction and development processes; and
10 other pertinent technical assistance. The outreach and
11 training may include the convening of a roundtable on
12 child care facility design.
13 (4) Selection of projects, using the
14 request-for-proposal process, to receive grants. In
15 selecting projects for grants, the Department must
16 consider at least the following:
17 (1) Whether a proposed project will address
18 priorities identified in the needs assessment
19 completed under paragraph (1).
20 (2) Whether a proposed project will feature
21 coordinated project management that will maximize
22 economies of scale and minimize costs.
23 (3) How favorably a proposed project's
24 financing structure compares with a standard of 60%
25 equity and 40% debt.
26 Section 99. Effective date. This Act takes effect upon
27 becoming law.
