 3    with  reference to page and lines numbers of Senate Amendment
 4    No. 5, on page 1, line 21, by deleting "or grant"; and

 5    On page 2, by replacing line 2 with the following:
 6             "(12)  The contract includes a grant, as defined  in
 7        the Illinois Procurement Code;
 8             (13)  There is a conflict of interest; or"; and

 9    on page 2, line 3 by changing "(13)" to "(14)".
