| AMENDMENT TO HOUSE RESOLUTION 701

| AMENDMENT NO. ___. Amend House Resolution 701 by replacing | 3 |
| everything after the title with the following:
| 4 |
| "WHEREAS, Pursuant to House Resolution 147, the Department | 5 |
| of Public Health, in conjunction with the State Board of | 6 |
| Education, has conducted a sugar consumption study to determine | 7 |
| the effect of sugar consumption on the overall health of school | 8 |
| children; and
| 9 |
| WHEREAS, The January 2004 study, which reviewed the | 10 |
| literature on the relationships between increased sugar | 11 |
| consumption in children's diets and health outcomes, found no | 12 |
| clear, direct link between cavities and modest school-age | 13 |
| consumption of sugared soft drinks; and | 14 |
| WHEREAS, As a result of such lack of data, the Department | 15 |
| of Public Health is currently conducting a statewide survey to | 16 |
| collect current cavities data; and | 17 |
| WHEREAS, The study has found that an inactive lifestyle and | 18 |
| sedentary behavior is troubling and has a deleterious effect on | 19 |
| childhood obesity and its health-related consequences; and | 20 |
| WHEREAS, The Department of Public Health's report on sugar | 21 |
| consumption stated a suggestion to "create a Nutritional |

| Advisory Committee to recommend state-wide school standards | 2 |
| for nutrition including formulating a state-wide policy on | 3 |
| vending machines in all schools"; therefore, be it
| 4 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 5 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 6 |
| there is created the Nutrition Advisory Committee, to be made | 7 |
| up of 19 members as follows: the President of the Senate or his | 8 |
| or her designee, the Minority Leader of the Senate or his or | 9 |
| her designee, the Speaker of the House or his or her designee, | 10 |
| the Minority Leader of the House or his or her designee, the | 11 |
| Director of Public Health or his or her designee, the Secretary | 12 |
| of Human Services or his or her designee, and the State | 13 |
| Superintendent of Education or his or her designee; and the | 14 |
| following: 2 representatives of Illinois Soft Drink | 15 |
| Association, 2 representatives of the Illinois Retail | 16 |
| Merchants Association, one representative of the Illinois | 17 |
| State Dental Society, one licensed dietician representing the | 18 |
| Illinois Dietetic Association, one representative of the | 19 |
| Consortium to Lower Obesity in Chicago Children, one | 20 |
| representative of the Illinois Coaches Association, one member | 21 |
| of the Illinois Association of School Boards, one | 22 |
| representative of the Illinois School Food Service | 23 |
| Association, one representative of the Illinois Principals | 24 |
| Association, and one certified diabetes educator from the | 25 |
| American Diabetes Association; and be it further
| 26 |
| RESOLVED, That Committee members shall serve without | 27 |
| compensation but shall be reimbursed for their reasonable and | 28 |
| necessary expenses from funds appropriated for that purpose, | 29 |
| that the Committee shall meet initially at the joint call of | 30 |
| the 4 legislative leaders, that the Committee shall select one | 31 |
| member as chairperson at its initial meeting and thereafter | 32 |
| meet at the call of the chairperson, that the Committee shall |

| receive the assistance of staff of the Department of Public | 2 |
| Health, and that the Committee shall report its findings and | 3 |
| recommendations concerning school standards for nutrition to | 4 |
| the General Assembly on or before September 1, 2005; and be it | 5 |
| further
| 6 |
| RESOLVED, That suitable copies of this resolution be | 7 |
| delivered to the President of the Senate, the Minority Leader | 8 |
| of the Senate, the Director of Public Health, the Secretary of | 9 |
| Human Services, the State Superintendent of Education, the | 10 |
| Illinois Soft Drink Association, the Illinois Retail Merchants | 11 |
| Association, the Illinois State Dental Society, the Illinois | 12 |
| Dietetic Association, the Consortium to Lower Obesity in | 13 |
| Chicago Children, the Illinois Coaches Association, the | 14 |
| Illinois Association of School Boards, the Illinois School Food | 15 |
| Service Association, the Illinois Principals Association, and | 16 |
| the American Diabetes Association.". |
