 1                  AMENDMENT TO HOUSE RESOLUTION 12

 2        AMENDMENT NO.     .  Amend House Resolution  12  on  page
 3    10, line 25, after the period, by inserting the following:
 4    "No  member  may  be  appointed  to  serve  as a Chairperson,
 5    Minority Spokesperson, or  Co-Chairperson  of  any  committee
 6    unless  the  member  is  serving in at least his or her third
 7    term as a member of the General Assembly, including any terms
 8    in which the member was appointed to fill a  vacancy  in  the
 9    office  of  Representative  or  Senator;  provided  that this
10    requirement does not apply if the member received  a  stipend
11    or additional amount during a previous General Assembly as an
12    "officer",   "committee  chairman",  or  "committee  minority
13    spokesman" as provided in Section 1 of the  General  Assembly
14    Compensation Act (25 ILCS 115/1) and in Rule 13(b)."; and

15    on  page  14,  immediately  below  line  14, by inserting the
16    following:
17        "DEVELOPMENTAL DISABILITIES AND MENTAL ILLNESS".
