 1        AN ACT concerning compensation.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Compensation Review  Act  is  amended  by
 5    changing Section 5.5 as follows:

 6        (25 ILCS 120/5.5)
 7        Sec.    5.5.  FY03    and    FY04    COLA's   prohibited.
 8    Notwithstanding any provision of this Act, any other law,  or
 9    any  resolution  of  the  General  Assembly  to the contrary,
10    members of the  General  Assembly,  judges,  other  than  the
11    county  supplement,  State's attorneys, other than the county
12    supplement, the  elected  constitutional  officers  of  State
13    government,   and   certain   appointed   officers  of  State
14    government, including members of State departments, agencies,
15    boards,  and  commissions  whose   annual   compensation   is
16    determined  by  the  Board, are prohibited from receiving and
17    shall not receive any increase in  compensation  based  on  a
18    cost  of  living  adjustment,  as  authorized by Senate Joint
19    Resolution 192 of the 86th General Assembly,  for  or  during
20    the  fiscal year beginning July 1, 2002 and for or during the
21    fiscal year beginning July 1, 2003.

23        Section 99.  Effective date.  This Act takes effect  upon
24    becoming law.
