 1                    AMENDMENT TO HOUSE BILL 3734

 2        AMENDMENT NO.     .  Amend House Bill 3734,  by  deleting
 3    everything  after  the  enacting clause and inserting in lieu
 4    thereof the following:

 5                             "ARTICLE 1

 6        Section 5.  The sum of $702,263,512, or so  much  thereof
 7    as may be necessary, is appropriated from the General Revenue
 8    Fund  to  the Board of Trustees of the University of Illinois
 9    for any expenditures or purposes authorized by law, including
10    payment to the University for personal services  and  related
11    costs incurred.

12        Section 10.  The sum of $1,000,000, or so much thereof as
13    may be necessary, is appropriated from the Tobacco Settlement
14    Recovery  Fund  to the Board of Trustees of the University of
15    Illinois for the ordinary  and  contingent  expenses  of  the
16    Office of Technology Transfer.

17        Section 15.  The sum of $1,408,000, or so much thereof as
18    may  be  necessary,  is appropriated from the Fire Prevention
19    Fund to the Board of Trustees of the University  of  Illinois
20    for  the  purpose  of  maintaining  the Illinois Fire Service

 1    Institute, paying the Institute's expenses, and providing the
 2    facilities and structures incident thereto, including payment
 3    to the University for personal  services  and  related  costs
 4    incurred.

 5        Section  20.  The  sum of $150,000, or so much thereof as
 6    may be necessary, is appropriated from the State College  and
 7    University  Trust  Fund  to  the  Board  of  Trustees  of the
 8    University of  Illinois  for  scholarship  grant  awards,  in
 9    accordance with Public Act 91-0083.

10        Section  25.  The  sum of $184,298, or so much thereof as
11    may be necessary and remains unexpended  on  June  30,  2003,
12    from  a  reappropriation  heretofore made for such purpose in
13    Article  13,  Section   30   of   Public   Act   92-538,   is
14    reappropriated from the Capital Development Fund to the Board
15    of  Trustees  of  the  University  of Illinois to acquire and
16    develop land for expansion of the Chicago  campus,  including
17    demolition,  landscaping  and  site  improvements,  planning,
18    construction,   remodeling,  extension  and  modification  of
19    campus utility systems, and such other  expenses  as  may  be
20    necessary  to  construct  a  public safety and transportation
21    facility and to develop student recreational areas.

22        Section 30.  The sum of $52,953, or so  much  thereof  as
23    may  be  necessary  and  remains unexpended on June 30, 2003,
24    from a reappropriation heretofore made for  such  purpose  in
25    Article   13,   Section   35   of   Public   Act  92-538,  is
26    reappropriated from the Capital Development Fund to the Board
27    of Trustees of the University of Illinois  to  plan  for  all
28    aspects  of  construction  and  to  acquire and develop land,
29    including   demolition,   landscaping,   site   improvements,
30    extension  and  modification  of  campus   utility   systems,
31    relocation  of  programs,  and  such other expenses as may be

 1    necessary to construct a  College  of  Medicine  building  in
 2    Chicago.

 3        Section  35.  The  sum of $40,698,713, or so much thereof
 4    as may be necessary and remains unexpended on June 30,  2003,
 5    from  a  reappropriation  heretofore made for such purpose in
 6    Article  13,  Section   45   of   Public   Act   92-538,   is
 7    reappropriated from the Capital Development Fund to the Board
 8    of  Trustees  of  the  University of Illinois to construct an
 9    education and research facility for the College  of  Medicine
10    in Chicago, including planning, land acquisition, demolition,
11    construction,  remodeling,  landscaping,  site  improvements,
12    equipment,   extension  or  modification  of  campus  utility
13    systems, relocation of programs, and such expenses as may  be
14    necessary to complete the facility.

15        Section  40.  The  following  named  amounts,  or so much
16    thereof as may be necessary and remain unexpended on June 30,
17    2003, respectively, from a  reappropriation  heretofore  made
18    for  such  purpose  in  Article  13, Section 50 of Public Act
19    92-538, are reappropriated from the Capital Development  Fund
20    to  the  Board  of Trustees of the University of Illinois for
21    the following projects:
22        For  land  acquisition   to   expand   the   College   of
23    Agricultural, Consumer and Environmental Science......$78,129

24        Section  45.  The  sum of $12,715,704, or so much thereof
25    as may be necessary and remains unexpended on June 30,  2003,
26    from  an  appropriation  heretofore  made for such purpose in
27    Article  2,  Section   104   of   Public   Act   92-717,   is
28    reappropriated  from  the  Capital  Development  Fund  to the
29    University  of  Illinois  for  planning,  construction,   and
30    equipment for a computer science in engineering facility.

 1        Section  50.  The  sum of $14,873,040, or so much thereof
 2    as may be necessary and remains unexpended on June 30,  2003,
 3    from  an  appropriation  heretofore  made for such purpose in
 4    Article 2, Section 106 of Public Act 92-717 is reappropriated
 5    from the  Capital  Development  Fund  to  the  University  of
 6    Illinois  at  Springfield  for  constructing  a classroom and
 7    office   building,   in   addition   to   funds    previously
 8    appropriated.

 9        Section  55.  The  sum of $814,444, or so much thereof as
10    may be necessary and remains unexpended  on  June  30,  2003,
11    from  a  reappropriation  heretofore made for such purpose in
12    Article  13,  Section   65   of   Public   Act   92-538,   is
13    reappropriated  from  the  Capital  Development  Fund  to the
14    University of Illinois for digitalization infrastructure  for
15    WILL-TV (Urbana-Champaign).

16        Section  60.  The  sum of $477,225, or so much thereof as
17    may be necessary and remains unexpended  on  June  30,  2003,
18    from  a  reappropriation  heretofore made for such purpose in
19    Article  13,  Section   70   of   Public   Act   92-538,   is
20    reappropriated  from  the  Capital  Development  Fund  to the
21    University of Illinois for digitalization infrastructure  for
22    WILL-TV (Urbana-Champaign).

23        Section  65.  The  sum of $814,444, or so much thereof as
24    may be necessary and remains unexpended  on  June  30,  2003,
25    from  an  appropriation  heretofore  made for such purpose in
26    Article  13,  Section   75   of   Public   Act   92-538,   is
27    reappropriated  from  the  Capital  Development  Fund  to the
28    University of Illinois for digitalization infrastructure  for
29    WILL-TV (Urbana-Champaign).

30        Section  70.  The  sum of $25,000,000, or so much thereof

 1    as may be necessary and remains unexpended at  the  close  of
 2    business  on  June 30, 2003, from an appropriation heretofore
 3    made in Article 1,  Section  16  of  Public  Act  92-717,  is
 4    reappropriated from the Capital Development Fund to the Board
 5    of  Trustees  of  the  University  of  Illinois  to  plan and
 6    construct an Education and Research facility for the  College
 7    of Medicine in Chicago, including planning, land acquisition,
 8    demolition,   construction,   remodeling,  landscaping,  site
 9    improvements, equipment, extension or modification of  campus
10    utility systems, relocation of programs, and such expenses as
11    may   be   necessary   to   complete   the   facility.   This
12    appropriation is in addition to any other funds  appropriated
13    for this purpose for this fiscal year.

14        Section  75.  The  sum of $15,000,000, or so much thereof
15    as may be necessary and remains unexpended at  the  close  of
16    business  on  June 30, 2003, from an appropriation heretofore
17    made in Article 1,  Section  23  of  Public  Act  92-717,  is
18    reappropriated from the Capital Development Fund to the Board
19    of  Trustees  of  the  University  of  Illinois  to  plan and
20    construct a Classroom and Office Building at the  Springfield
21    Campus  and related utility systems, including planning, land
22    acquisition,    demolition,     construction,     remodeling,
23    landscaping,   site  improvements,  equipment,  extension  or
24    modification of campus utility systems, and such expenses  as
25    may   be   necessary   to   complete   the   facility.   This
26    appropriation is in addition to any other funds  appropriated
27    for this purpose for this fiscal year.

28        Section  80.  The  sum of $13,761,948, or so much thereof
29    as may be necessary, and remains unexpended at the  close  of
30    business  on  June 30, 2003, from an appropriation heretofore
31    made in Article 2,  Section  48  of  Public  Act  92-717,  as
32    amended,  is reappropriated from the Capital Development Fund

 1    for the Board of Trustees of the University of  Illinois  for
 2    all  costs  associated with the space needs of the Department
 3    of  Natural  Resources,  Illinois  Natural   History   Survey
 4    Division and State Water Survey Division on the campus of the
 5    University  of Illinois in Champaign, including construction,
 6    capital  facilities,  planning,  relocation,  renovation  and
 7    rehabilitation, mechanical systems, materials,  services  and
 8    all other costs required to complete the work.

 9        Section  99.   Effective  date.  This Act takes effect on
10    July 1, 2003."
