 1        AN ACT in relation to employment.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Illinois  Public Aid Code is amended by
 5    adding Section 12-13.3 as follows:

 6        (305 ILCS 5/12-13.3 new)
 7        Sec.  12-13.3.  Transitional  jobs;  pilot  program.  The
 8    Department of Human Services shall establish a pilot  program
 9    to  place  hard-to-employ persons, including persons who have
10    been released from a county jail  or  a  facility  under  the
11    jurisdiction  of  the  Department of Corrections, in jobs. By
12    rule, the Department shall determine the  location  in  which
13    the pilot program is to be implemented and the services to be
14    provided.  The  Department may consult with the Department of
15    Corrections in establishing the pilot program.

16        Section 10.  The Unified Code of Corrections  is  amended
17    by adding Section 3-14-6 as follows:

18        (730 ILCS 5/3-14-6 new)
19        Sec.   3-14-6.  Transitional  jobs;  pilot  program.  The
20    Department shall establish a pilot program in 2 locations  in
21    the  State  to  place  persons  discharged  from a Department
22    facility on parole or mandatory supervised release in jobs or
23    otherwise establish a connection between such persons and the
24    workforce.  By  rule,  the  Department  shall  determine  the
25    locations in which the pilot program  is  to  be  implemented
26    (one  of  which must be in the Lawndale community of Chicago)
27    and the services to be provided. The Department  may  consult
28    with  the  Department  of  Human Services in establishing the
29    pilot program.

 1        Section 99.  Effective date. This Act takes  effect  upon
 2    becoming law.
