 1                    AMENDMENT TO HOUSE BILL 1543

 2        AMENDMENT NO.     .  Amend House Bill 1543  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.  The  State Finance Act is amended by adding
 5    Section 13.5 as follows:

 6        Sec. 13.5.  Appropriations for  higher  education.  State
 7    appropriations  to the Board of Trustees of Southern Illinois
 8    University, the  Board  of  Trustees  of  the  University  of
 9    Illinois,  the Board of Trustees of Chicago State University,
10    the Board of Trustees of  Eastern  Illinois  University,  the
11    Board  of Trustees of Illinois State University, the Board of
12    Trustees of Governors State University, the Board of Trustees
13    of Northeastern Illinois University, the Board of Trustees of
14    Northern Illinois University, and the Board  of  Trustees  of
15    Western Illinois University for operations shall identify the
16    amounts    appropriated    for   personal   services,   State
17    contributions to social security  for  Medicare,  contractual
18    services,   travel,   commodities,  equipment,  operation  of
19    automotive equipment, telecommunications, awards and  grants,
20    and permanent improvements.
21        Within 120 days after the conclusion of each fiscal year,
22    each  State-supported  institution  of  higher  learning must

 1    provide, through the Illinois Board of  Higher  Education,  a
 2    financial   report  to  the  Governor  and  General  Assembly
 3    documenting the institution's revenues  and  expenditures  of
 4    funds for that fiscal year ending June 30 for all funds.

 5        Section  99.  Effective date.  This Act takes effect upon
 6    becoming law.".
