 1                    AMENDMENT TO HOUSE BILL 1468

 2        AMENDMENT NO.     .  Amend House Bill  1468  on  page  1,
 3    line 26, by replacing "2002" with "2001"; and

 4    on page 2, line 5, by replacing "2002" with "2001"; and

 5    on  page  2, line 6, by replacing "adopted" with "published";
 6    and

 7    on page 3, by replacing lines 8 and 9 with the following:
 8        "(a)  The Board, or the Illinois Building  Commission  as
 9    directed  by  the  Board, shall make available implementation
10    materials"; and

11    on page  3,  by  replacing  lines  28  through  30  with  the
12    following:

13        "Section   37.  Input   from   interested  parties.  When
14    developing  Code  adaptations,  rules,  and  procedures   for
15    compliance  with  the Code, the Capital Development Board, or
16    the Illinois Building Commission as directed  by  the  Board,
17    shall  seek  input  from  representatives  from  the building
18    trades,  design  professionals,  construction  professionals,
19    code administrators, and other interested entities affected.

20        Section 40.  Home rule.  No  unit  of  local  government,

 1    including  any  home  rule  unit, shall have the authority to
 2    regulate energy efficient building standards in a manner that
 3    is less stringent than the provisions contained in this  Act.
 4    It  is  declared  to  be  the  law  of the State, pursuant to
 5    paragraph (i) of Section 6 of Article  VII  of  the  Illinois
 6    Constitution  of  1970,  that this Act is a limitation on the
 7    authority of a home rule unit to exercise powers concurrently
 8    with the State."; and

 9    on page 4, by deleting lines 1 through 7; and

10    on page 4, line  12,  by  replacing  "upon"  with  "one  year
11    after".
