 1        AN ACT concerning ethics.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Illinois  Governmental  Ethics  Act  is
 5    amended by adding Article 4B as follows:

 7                             ARTICLE 4B
 8                      STATE GOVERNMENTAL ETHICS

 9        (5 ILCS 420/4B-5 new)
10        Sec.  4B-5.  Public  service  announcements.  No   public
11    service  announcement  or  advertisement  on  behalf  of  any
12    program  under  the  jurisdiction of a State executive branch
13    constitutional officer that uses the name, image, or voice of
14    any State executive branch constitutional  officer  and  that
15    was  paid  for  in  full  or  in part by State funds shall be
16    disseminated during the period 30 days before or on the  date
17    of  a  general  primary  election or 60 days before or on the
18    date of a general election.
19        For the purpose of this Section, a State executive branch
20    constitutional  officer  means   the   Governor,   Lieutenant
21    Governor,   Secretary   of  State,  Attorney  General,  State
22    Treasurer, and State Comptroller.
