 1                     AMENDMENT TO HOUSE BILL 690

 2        AMENDMENT NO.     .  Amend House Bill  690  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.   The Department of Public Health Powers and
 5    Duties Law of the Civil Administrative Code  of  Illinois  is
 6    amended by adding Section 2310-700 as follows:

 7        (20 ILCS 2310/2310-700 new)
 8        Sec.   2310-700.  Minority  Health  and  Medical  Careers
 9    Program.
10        (a)  The purpose  of  this  Section  is  to  establish  a
11    program  in the Illinois Department of Public Health to study
12    and  develop  a  statewide  network  of  innovative  programs
13    conducted  in  conjunction  with  professional  schools  that
14    attempt  to  increase  the  number  of   qualified   minority
15    applicants to and graduates of medical and other professional
16    schools.
17        (b)  The  Department  of  Public  Health, in consultation
18    with the Board of Higher Education, shall undertake  a  study
19    to  identify  the  existing programs in the State to increase
20    the number of qualified minority health  care  professionals,
21    any  geographic  areas  not  served  by  these  programs, the
22    effectiveness of existing programs, and  recommendations  for

 1    improving   the   effectiveness  of  existing  programs.  The
 2    Department of Public Health shall deliver this study  to  the
 3    General  Assembly  and the Governor on or before December 31,
 4    2003. Based upon this study, the Department shall establish a
 5    statewide network of  existing  programs  and  encourage  the
 6    development  of these programs for both urban and rural areas
 7    of the State not served.
 8        (c)  The  Department  may  provide  grants,  subject   to
 9    appropriations,  to  those programs conducted by professional
10    schools that have at least 500 participants  from  elementary
11    school to graduate school.

12        Section  99.  Effective  date. This Act takes effect upon
13    becoming law.".
