 1                     AMENDMENT TO HOUSE BILL 514

 2        AMENDMENT NO.     .  Amend House Bill  514  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.   The  School  Code  is  amended by changing
 5    Section 10-22.24a as follows:

 6        (105 ILCS 5/10-22.24a) (from Ch. 122, par. 10-22.24a)
 7        Sec.  10-22.24a.   School  counselor.  To  employ  school
 8    counselors.  A  school  counselor  is  a  qualified  guidance
 9    specialist  who  holds  or  is  qualified  for an elementary,
10    secondary, or special K-12 certificate issued  by  the  State
11    Teacher  Certification  Board  and a School Service Personnel
12    certificate endorsed in  school  counseling  guidance  issued
13    pursuant  to  Section  21-25  of this Code and who either (i)
14    holds or is qualified for an elementary,  secondary,  special
15    K-12, or special preschool-age 21 certificate issued pursuant
16    to  Section  21-2  or  21-4  of  this Code or (ii) in lieu of
17    holding  or  qualifying  for  a  teaching  certificate,   has
18    fulfilled  such  other  requirements  as  the  State Board of
19    Education and the State Teacher Certification  Board  may  by
20    rule  establish by the State Teacher Certification Board.  An
21    individual who has Individuals who have completed an approved

 1    for a School Service Personnel certificate endorsed in school
 2    counseling and shall receive such a certificate guidance if a
 3    review  of  his or her their credentials indicates that he or
 4    she meets the additional requirements of  this  Section  they
 5    hold  or  qualify  for an elementary, high school, or special
 6    certificate in their own state.

 8        Section 99.  Effective date.  This Act takes effect  upon
 9    becoming law.".
