SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Lela Imogene "Jean" Carter, formerly of Des Moines, Iowa, who passed away on June 20, 2014; and

WHEREAS, Jean Carter was born in Capps, Arkansas on July 24, 1928 to Clive and Erbie Robinson Wilson; she graduated from Parthenon High School in Parthenon, Arkansas in 1944, where she played basketball; that same year she won the Newton County Fair Beauty Contest in Newton County, Arkansas; she married Bill Carter shortly thereafter and they settled in Des Moines, Iowa; and

WHEREAS, Jean Carter attended the Americana Academy of Beauty in Des Moines; in 2012, she moved to Oak Park to be closer to her family; and

WHEREAS, Jean Carter enjoyed art, nature, hunting, and sports; and

WHEREAS, Jean Carter was preceded in death by her parents; and

WHEREAS, Jean Carter was the loving mother of Rick Carter; the cherished grandmother of Brooke Carter; she was the dear sister of Cleo (Gleema) Wilson, Zella (the late James) Hudson, and Anna Mae (the late Thomas) Reynolds; she also leaves behind many caring nieces, nephews, cousins, and friends, as well as several "adopted children" from her long and happy career in child care; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Lela Imogene "Jean" Carter, and extend our sincere condolences to her family, friends, and all who knew and loved her; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Jean Carter as an expression of our deepest sympathy.
