    Amends the Illinois Vehicle Code. Allows the Board of Trustees of Illinois State University to designate the logo the Secretary of State is to use for Illinois State University collegiate plates.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-629 as follows:
 
6    (625 ILCS 5/3-629)
7    Sec. 3-629. Collegiate license plates; scholarship fund.
8    (a) In addition to any other special license plate, the
9Secretary, upon receipt of all applicable fees and applications
10made in the form prescribed by the Secretary of State, may
11issue collegiate license plates. The collegiate plates issued
12under this Section shall be affixed only to passenger vehicles
13of the first division and motor vehicles of the second division
14weighing not more than 8,000 pounds and subject to the
15staggered registration system. Plates issued under this
16Section shall expire according to the staggered multi-year
17procedure established under Section 3-414.1 of this Code.
18    (b) The design, color, and format of the plates shall be
19wholly within the discretion of the Secretary of State, with
20the exception of plates for Illinois State University, which
21must include the school logo designated by the Board of
22Trustees of Illinois State University. The Secretary of State
23may, at his or her discretion, issue the plates for any public

1college or university located in this State or for any
2degree-granting, not-for-profit private college or university
3located in this State or a contiguous state. If the college or
4university is located in a contiguous state, there must be not
5less than 10,000 alumni of the college or university residing
6in this State. The Secretary may, in his or her discretion,
7allow the plates to be issued as vanity plates or personalized
8in accordance with Section 3-405.1 of this Code. The plates are
9not required to designate "Land Of Lincoln", as prescribed in
10subsection (b) of Section 3-412 of this Code. The Secretary
11shall prescribe the eligibility requirements including a
12minimum level of specialized license plates requests and, in
13his or her discretion, shall approve and prescribe stickers or
14decals as provided under Section 3-412.
15    (c) An applicant shall be charged a $40 fee for original
16issuance in addition to the applicable registration fee. Of the
17original issuance fee in the case of a public university or
18college, $25 shall be deposited into the State College and
19University Trust Fund and $15 shall be deposited into the
20Secretary of State Special License Plate Fund to be used by the
21Secretary of State, subject to appropriation, to help defray
22the administrative costs of issuing the plate. Of the original
23issuance fee in the case of a degree-granting, not-for-profit
24private college or university, $25 shall be deposited into the
25University Grant Fund and $15 shall be deposited into the
26Secretary of State Special License Plate Fund to be used by the

1Secretary of State, subject to appropriation, to help defray
2the administrative cost of issuing the plate. In addition to
3the regular renewal fee, an applicant shall be charged $27 for
4the renewal of each set of license plates issued under this
5Section; $25 shall be deposited into the State College and
6University Trust Fund in the case of a public university or
7college or into the University Grant Fund in the case of a
8degree-granting, not-for-profit private college or university,
9and $2 shall be deposited into the Secretary of State Special
10License Plate Fund plates for all collegiate plates.
11    (d) The State College and University Trust Fund is created
12as a special fund in the State treasury. The State Treasurer
13shall create separate accounts within the State College and
14University Trust Fund for each public university or college for
15which collegiate license plates have been issued. Moneys in the
16State College and University Trust Fund shall be allocated to
17each account in proportion to the number of plates sold in
18regard to each public university or college. Moneys deposited
19into the State College and University Trust Fund during the
20preceding calendar year shall be distributed, subject to
21appropriation, to each participating public university or
22college. This revenue shall be used for the sole purpose of
23scholarship grant awards to Illinois residents.
24    (e) The University Grant Fund is created as a special fund
25in the State treasury. The State Treasurer shall create
26separate accounts within the University Grant Fund for each

1university or college for which collegiate license plates have
2been issued. Moneys in the University Grant Fund shall be
3allocated to each account in proportion to the number of plates
4sold in regard to each university or college. Moneys deposited
5into these accounts during the preceding calendar year shall,
6subject to appropriation, be distributed through the Illinois
7Student Assistance Commission to participating private
8colleges and universities. This revenue shall be used for the
9sole purpose of scholarship grant awards to Illinois residents.
