SYNOPSIS AS INTRODUCED:
 
ILCON Art. XIV, Sec. 3

    Amends the Constitutional Revision Article of the Illinois Constitutional. Provides that amendments to the Illinois Constitution (currently, Article IV of the Constitution only) may be proposed by a petition signed by a number of electors equal in number to at least eight percent of the total votes cast for candidates for Governor in the preceding gubernatorial election. Provides that the initiative process shall not be used for the proposal, modification, or repeal of any portion of the Bill of Rights of the Constitution or to modify the initiative process for proposing amendments to the Constitution. Makes conforming changes. Effective upon being declared adopted.

3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption
8of this resolution a proposition to amend Article XIV of the
9Illinois Constitution by changing Section 3 as follows:

13SECTION 3. CITIZEN INITIATIVE FOR CONSTITUTIONAL AMENDMENTS
14CONSTITUTIONAL INITIATIVE FOR LEGISLATIVE ARTICLE
15    Amendments to Article IV of this Constitution may be
16proposed by a petition signed by a number of electors equal in
17number to at least eight percent of the total votes cast for
18candidates for Governor in the preceding gubernatorial
19election. The initiative process shall not be used for the
20proposal, modification, or repeal of any portion of the Bill
21of Rights of this Constitution or to modify the initiative
22process for proposing amendments to this Constitution.
23Amendments shall be limited to structural and procedural

1subjects contained in Article IV. A petition shall contain the
2text of the proposed amendment and the date of the general
3election at which the proposed amendment is to be submitted,
4shall have been signed by the petitioning electors not more
5than twenty-four months preceding that general election and
6shall be filed with the Secretary of State at least six months
7before that general election. The procedure for determining
8the validity and sufficiency of a petition shall be provided
9by law. If the petition is valid and sufficient, the proposed
10amendment shall be submitted to the electors at that general
11election and shall become effective if approved by either
12three-fifths of those voting on the amendment or a majority of
13those voting in the election.

SCHEDULE
16    This Constitutional Amendment takes effect upon being
17declared adopted in accordance with Section 7 of the Illinois
18Constitutional Amendment Act.
