SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Vaccine Credential Act. Provides that a unit of local government or the State may not require a person to have a vaccine credential or show a vaccine credential before the person enters a public event or public venue. Limits home rule powers. Defines "vaccine credential" as any written or electronic record evidencing that a person has received a vaccine. Effective immediately.

1    AN ACT concerning vaccines.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Vaccine Credential Act.
 
6    Section 5. Definitions. As used in this Act, "vaccine
7credential" means any written or electronic record evidencing
8that a person has received a vaccine.
 
9    Section 10. Vaccine credentials for public events or
10venues. A unit of local government or the State may not require
11a person to have a vaccine credential or show a vaccine
12credential before the person enters a public event or public
13venue.
 
14    Section 15. Home rule. A home rule unit may not regulate
15vaccine credentials in a manner inconsistent with this Act.
16This Act is a limitation under subsection (i) of Section 6 of
17Article VII of the Illinois Constitution on the concurrent
18exercise by home rule units of powers and functions exercised
19by the State.
 
20    Section 99. Effective date. This Act takes effect upon
