Proposes to amend the Executive Article of the Illinois Constitution. Expands the elected officers, and the qualifications for elected officers, of the Executive Branch to include the Director of Agriculture (currently, the Governor, Lieutenant Governor, Attorney General, Secretary of State, Comptroller, and Treasurer). Provides for filling vacancies in the office of Director of Agriculture. Provides that the Director of Agriculture shall develop, promote, and regulate agriculture in the State, and shall have the duties and powers that may be prescribed by law. Effective upon being declared adopted.

| 3 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | 4 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | 5 | | CONCURRING HEREIN, that there shall be submitted to the | 6 | | electors of the State for adoption or rejection at the general | 7 | | election next occurring at least 6 months after the adoption of | 8 | | this resolution a proposition to the Illinois Constitution by | 9 | | changing Sections 1, 3, and 7 and adding Section 22 to Article | 10 | | V as follows:

| 14 | | SECTION 1. OFFICERS
| 15 | | The Executive Branch shall include a Governor, Lieutenant | 16 | | Governor,
Attorney General, Secretary of State, Comptroller , | 17 | | and Treasurer , and Director of Agriculture elected
by the | 18 | | electors of the State. They shall keep the public records and
| 19 | | maintain a residence at the seat of government during their | 20 | | terms of
office.

| 1 | | SECTION 3. ELIGIBILITY
| 2 | | To be eligible to hold the office of Governor, Lieutenant | 3 | | Governor,
Attorney General, Secretary of State, Comptroller , | 4 | | or Treasurer , or Director of Agriculture , a person
must be a | 5 | | United States citizen, at least 25 years old, and a resident
of | 6 | | this State for the three years preceding his election.

| 9 | | SECTION 7. VACANCIES IN OTHER ELECTIVE OFFICES
| 10 | | If the Attorney General, Secretary of State, Comptroller , | 11 | | or Treasurer , or Director of Agriculture
fails to qualify or if | 12 | | his office becomes vacant, the Governor shall
fill the office | 13 | | by appointment. The appointee shall hold office until
the | 14 | | elected officer qualifies or until a successor is elected and
| 15 | | qualified as may be provided by law and shall not be subject to | 16 | | removal
by the Governor. If the Lieutenant Governor fails to | 17 | | qualify or if his
office becomes vacant, it shall remain vacant | 18 | | until the end of the term.

| 2 | | This Constitutional Amendment takes effect upon being | 3 | | declared adopted in accordance with Section 7 of the Illinois | 4 | | Constitutional Amendment Act.
