1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by changing Section
55-1106 as follows:
 
6    (55 ILCS 5/5-1106)  (from Ch. 34, par. 5-1106)
7    Sec. 5-1106. County offices, equipment and expenditures.
8It shall be the duty of the county board of each county:
9    First--To erect or otherwise provide when necessary, and
10the finances of the county will justify it, and keep in repair,
11a suitable court house, jail and other necessary county
12buildings, and to provide proper rooms and offices for the
13accommodation of the county board, State's attorney, county
14clerk, county treasurer, recorder and sheriff, and to provide
15suitable furniture therefor. But in counties not under township
16organization, no appropriations shall be made for the erection
17of public buildings, without first submitting the proposition
18to a vote of the people of the county, and the vote shall be
19submitted in the same manner and under the same restrictions as
20provided for in like cases in Section 5-2001; and the votes
21therefor shall be "For taxation," specifying the object, and
22those against shall be "Against taxation," specifying the
23object.

1    Second--To provide and keep in repair, when the finances of
2the county permit, suitable fireproof safes or offices for the
3county clerk, State's attorney, county treasurer, recorder and
4sheriff.
5    Third--To provide reasonable and necessary expenses for
6the use of the county board, county clerk, county treasurer,
7recorder, sheriff, coroner, State's attorney, superintendent
8of schools, judges and clerks of courts, and supervisor of
9assessment.
10    Fourth--To cause to be published at the close of each
11annual, regular or special meeting of the board, a brief
12statement of the proceedings thereof in one or more newspapers
13published in the county, in which shall be set forth the name
14of every individual who shall have had any account audited and
15allowed by the board and the amount of such claim as allowed,
16and the amount claimed, and also their proceedings upon the
17equalization of the assessment roll: Provided, that no
18publication in a newspaper shall be required unless the same
19can be done without unreasonable expense.
20    Fifth--To make out at its meeting in September, annually, a
21full and accurate statement of the receipts and expenditures of
22the preceding year, which statement shall contain a full and
23correct description of each item, from whom and on what account
24received, to whom paid, and on what account expended, together
25with an accurate statement of the finances of the county at the
26end of the fiscal year, including all debts and liabilities of

1every description, and the assets and other means to discharge
2the same; and within 30 days thereafter to cause the same to be
3posted up at the court house door, and at 2 other places in the
4county, and published for one week in some newspaper therein,
5if there is one, and the same can be done without unreasonable
6expense.
7    Sixth--To provide proper rooms and offices, and for the
8repair thereof, for the accommodation of the circuit court of
9the county and for the clerks for such court, and to provide
10suitable furnishings for such rooms and offices, and to furnish
11fire proof safes, and the repair thereof, for the offices of
12the clerks of the circuit court of the county. On or before
13June 1, 2019, every facility that houses a circuit court room
14shall include at least one lactation room or area for members
15of the public to express breast milk in private that is located
16outside the confines of a restroom and includes, at minimum, a
17chair, a table, and an electrical outlet, as well as a sink
18with running water where possible. The court rooms and
19furnishings thereof shall meet with reasonable minimum
20standards prescribed by the Supreme Court of Illinois. Such
21standards shall be substantially the same as those generally
22accepted in court rooms as to general furnishings, arrangement
23of bench, tables and chairs, cleanliness, convenience to
24litigants, decorations, lighting and other such matters
25relating to the physical appearance of the court room. The
26lactation rooms and areas shall also meet with reasonable

1minimum standards prescribed by the Supreme Court, which the
2Supreme Court is respectfully requested to create, including
3requirements for posting of notice to the public regarding
4location and access to lactation rooms and areas, as well as
5requirements for the addition of a sink with running water in
6the event of renovation to such facilities. The Supreme Court
7is also respectfully requested to create minimum standards for
8training of courthouse staff and personnel regarding location
9and access to lactation rooms and areas for all people present
10in the courthouse who need to use lactation rooms and areas.
