1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. If and only if Senate Bill 2834 and Senate Bill
53023 as amended by Senate Amendment No. 1 of the 100th General
6Assembly becomes law, then the Community-Law Enforcement
7Partnership for Deflection and Substance Use Disorder
8Treatment Act is amended by changing Section 25 as follows:
 
9    (S.B. 3023, 100th G.A., Sec. 25)
10    Sec. 25. Reporting and evaluation.
11    The Illinois Criminal Justice Information Authority, in
12conjunction with an association representing police chiefs and
13the Department of Human Services' Division of Substance Use
14Prevention and Recovery Alcoholism and Substance Abuse, shall
15within 6 months of the effective date of this Act:
16        (1) develop a set of minimum data to be collected from
17    each deflection program and reported annually, beginning
18    one year after the effective date of this Act, by the
19    Illinois Criminal Justice Information Authority,
20    including, but not limited to, demographic information on
21    program participants, number of law enforcement encounters
22    that result in a treatment referral, and time from law
23    enforcement encounter to treatment engagement;

1        (2) develop a performance measurement system,
2    including key performance indicators for deflection
3    programs including, but not limited to, rate of treatment
4    engagement at 30 days from the point of initial contact.
5    Each program that receives funding for services under
6    Section 35 of this Act shall include the performance
7    measurement system in its local plan and report data
8    quarterly to the Illinois Criminal Justice Information
9    Authority for the purpose of evaluation of deflection
10    programs in aggregate; and
11        (3) make all statistical data relative to deflection
12    programs available to the Department of Human Services,
13    Division of Substance Use Prevention and Recovery
14    Alcoholism and Substance Abuse for inclusion in planning
15    efforts for services to persons with criminal justice or
16    law enforcement involvement.
