HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of Philip Carrigan of Waukegan, who passed away on January 28, 2018; and

WHEREAS, Philip Carrigan was born near Boston, where he began his career as a pharmacist; he moved to Illinois to work for Abbott Laboratories as a research scientist; he was inducted into its prestigious Volwiler Society; he retired in 2004 after 30 years with the company; and

WHEREAS, Philip Carrigan developed an interest in prison reform, volunteering for the prison-reform groups, John Howard Society, and Prisoner Visitation and Support; he was a dedicated member of the Coalition to Reduce Recidivism's executive board as well as the Eddie Washington Center and Staben House advisory councils; and

WHEREAS, Philip Carrigan joined the College of Lake County Board in 2005, serving a six-year term and winning a second term in 2013; he served on advisory boards for organizations that provide Head Start programs, transitional housing, and food pantries; he also served on the Lake County NAACP board; and

WHEREAS, Philip Carrigan volunteered with PADS Lake County, going every Friday to the homeless shelter in Waukegan; and

WHEREAS, Philip Carrigan and his wife, Mary Clare Jakes, have one daughter, Erin; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Philip Carrigan, and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Philip Carrigan as an expression of our deepest sympathy.
