HOUSE RESOLUTION

 
2    WHEREAS, The Illinois General Assembly has worked in a
3bipartisan manner to address the growing heroin and opioid
4crisis throughout the State; and
 
5    WHEREAS, The State of Illinois continues to see a
6significant increase in the number of drug overdoses every
7year; and
 
8    WHEREAS, According to the Illinois Department of Public
9Health, the State has a drug overdose rate of 13.1 residents
10per 100,000 individuals; and
 
11    WHEREAS, There were 2,300 drug related deaths in Illinois
12in 2016, including over 1,800 opioid related deaths; and
 
13    WHEREAS, The Chicago metropolitan area ranks first in
14mentions of heroin use in emergency departments in the nation;
15and
 
16    WHEREAS, The State of Illinois receives millions of dollars
17every year to help fight drug addiction, stop drug trafficking,
18and offer drug treatment; and
 
19    WHEREAS, Local police departments across the State rely on

1this funding to help keep our communities safe; and
 
2    WHEREAS, President Donald Trump's administration has
3proposed a 95% cut to the Office of National Drug Control
4Policy which leads the fight in combating the opioid crisis and
5other drug use across the country; and
 
6    WHEREAS, The budget for the Office of National Drug Control
7and Policy would receive zero funding for its high-intensity
8drug trafficking and drug-free communities support programs;
9and
 
10    WHEREAS, The funding for these programs is essential to
11efforts to reduce drug use and keep our communities safe;
12therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
15urge President Trump and Congress to fully fund the programs
16that will help local law enforcement address drug trafficking
17and use in our communities; and be it further
 
18    RESOLVED, That suitable copies of this resolution be
19delivered to President Donald Trump, U.S. Senate Majority
20Leader Mitch McConnell, U.S. Senate Minority Leader Chuck
21Schumer, U.S. Speaker of the House Paul Ryan, U.S. House of
