HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to honor our esteemed colleague,
4State Representative Cynthia Soto, on her 17 years as a member
5of the Illinois General Assembly and thank her for her
6dedicated service to our State and her community; and
 
7    WHEREAS, Rep. Soto grew up in Chicago's West Town
8neighborhood, where she raised her three daughters with her
9husband, David, and is now a grandmother of four; and
 
10    WHEREAS, Rep. Soto began her career in public service as a
11clerk in the Cook County State's Attorney's Office soon after
12graduating from Harper College; and
 
13    WHEREAS, During her time in office, Rep. Soto worked to
14expand access to health care for children by supporting the
15creation of the All Kids insurance program which provides
16working families with comprehensive, affordable, health
17insurance for their children, regardless of a child's
18immigration status or health condition; to date, there are over
191.6 million Illinois children enrolled in All Kids, providing
20hardworking families who cannot afford private health
21insurance access to the care their children need; and

1    WHEREAS, As a member of the Illinois Legislative Latino
2Caucus and a past co-chair, Rep. Soto championed efforts to
3lift up and protect Illinois' vibrant immigrant communities by
4supporting the Illinois DREAM Act, which ensured that the sons
5and daughters of immigrants would be able to go college in this
6State, and the Illinois TRUST Act, which prohibited immigration
7officials from entering public schools, hospitals, churches,
8and other places where all Illinois residents should feel safe;
9and
 
10    WHEREAS, Multiple times while in office, Rep. Soto worked
11to ensure every Illinois resident was paid a living wage by
12supporting legislation to raise the minimum wage, which led to
13a boost in incomes, reduced income inequality, increased
14consumer spending, economic growth, and a decreased need for
15government assistance programs; and
 
16    WHEREAS, All who had the honor to serve with Rep. Soto will
17miss her kindness, sincerity, unwavering commitment to her
18family, and most notably her ability to lift your mood with a
19simple and joyful greeting of "Hola amigo!"; therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
21HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
22congratulate and honor State Representative Cynthia Soto for
23her dedicated service as a member of the Illinois House of

2    RESOLVED, That a suitable copy of this resolution be
3presented to Rep. Soto as an expression of our respect, esteem,
