SYNOPSIS AS INTRODUCED:
 
625 ILCS 57/30

    Amends the Transportation Network Providers Act. Provides that a transportation network company shall establish and maintain a 24-hour law enforcement contact hotline. Provides that the hotline shall be used for the receipt of inquiries, comments, and other input or requests from law enforcement within this State. Provides that the hotline shall be staffed by personnel located within the United States.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Transportation Network Providers Act is
5amended by changing Section 30 as follows:
 
6    (625 ILCS 57/30)
7    (Section scheduled to be repealed on June 1, 2020)
8    Sec. 30. Operational.
9    (a) A TNC may charge a fare for the services provided to
10passengers; provided that, if a fare is charged, the TNC shall
11disclose to passengers the fare calculation method on its
12website or within the software application service.
13    (b) The TNC shall provide passengers with the applicable
14rates being charged and the option to receive an estimated fare
15before the passenger enters the TNC driver's vehicle.
16    (c) The TNC's software application or website shall display
17a picture of the TNC driver, and the license plate number of
18the motor vehicle utilized for providing the TNC service before
19the passenger enters the TNC driver's vehicle.
20    (d) Within a reasonable period of time following the
21completion of a trip, a TNC shall transmit an electronic
22receipt to the passenger that lists:
23        (1) the origin and destination of the trip;

1        (2) the total time and distance of the trip; and
2        (3) an itemization of the total fare paid, if any.
3    (e) Dispatches for TNC services shall be made only to
4eligible TNC drivers under Section 15 of this Act who are
5properly licensed under State law and local ordinances
6addressing these drivers if applicable.
7    (f) A taxicab may accept a request for transportation
8received through a TNC's digital network or software
9application service, and may charge a fare for those services
10that is similar to those charged by a TNC.
11    (g) A TNC shall establish and maintain a 24-hour law
12enforcement contact hotline. The hotline shall be used for the
13receipt of inquiries, comments, and other input or requests
14from law enforcement within this State. The hotline shall be
15staffed by personnel located within the United States.
