SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.173 new

    Amends the School Code. Provides that, subject to appropriation to the State Board of Education, the Board shall create a Safe to Learn grant program to support and fund safety and violence prevention programs in schools. Provides that the Board may use 10% of the funds appropriated for the grant program for administrative and technical support of the Board and must distribute any remaining funds to school districts in the form of grants. Requires the Board to adopt rules to implement the program. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.173 as follows:
 
6    (105 ILCS 5/2-3.173 new)
7    Sec. 2-3.173. Safe to Learn grant program.
8    (a) Subject to appropriation to the State Board of
9Education, the Board shall create a Safe to Learn grant program
10to support and fund safety and violence prevention programs in
11schools that address, but are not limited to, any of the
12following:
13        (1) Building security, including portable metal
14    detectors.
15        (2) Violence prevention and intervention.
16        (3) Crisis management.
17        (4) The training of teachers and other school personnel
18    in violence prevention.
19    (b) The Board may use 10% of the funds appropriated for the
20grant program under this Section for administrative and
21technical support of the Board and must distribute any
22remaining funds to school districts in the form of grants,
23subject to the criteria adopted by the Board under subsection

1(c) of this Section.
2    (c) The Board shall adopt any rules necessary to implement
3this Section, including the criteria under subsection (b) of
4this Section, and may work with other State agencies to adopt
5those rules.
 
6    Section 99. Effective date. This Act takes effect upon
7becoming law.
