SYNOPSIS AS INTRODUCED:

New Act
30 ILCS 105/14d new

Creates the Local Government Convention Expense Control Act. Provides that on or after the effective date of the Act, public funds shall not be expended by a unit of local government for expenses connected with attendance by an employee or contractor of the unit of local government at a convention or gathering of personnel. Excludes public funds expended (1) at any convention or gathering of public safety personnel or (2) pursuant to a contract entered into before the effective date of the Act. Amends the State Finance Act. Provides that, for contracts entered into on or after the effective date of the amendatory Act by units of local government, school districts, community college districts, or local taxing bodies, State appropriations shall not be expended to rent or pay for access to physical space for booths, hospitality suites, or other physical space at a convention or gathering of personnel. Excludes appropriations for physical space expenditures at any convention or gathering of public safety personnel. Effective immediately.

AN ACT concerning local government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Local Government Convention Expense Control Act.

Section 5. Definitions. As used in this Act:

"Convention or gathering of personnel" means a gathering of employees or contractors from 2 or more separately domiciled or geographically separated entities for the purpose of professional education, training, retraining, or personnel development. "Convention or gathering of personnel" includes, but is not limited to, leagues or associations that include 2 or more similar units of local government.

"Public safety personnel" has the meaning given to that term in subsection (m-5) of Section 1 of the Solicitation for Charity Act.

Section 10. Public funds expended for conventions. On or after the effective date of this Act of the 100th General Assembly, public funds shall not be expended by a unit of local government for expenses connected with attendance by an employee or contractor of the unit of local government at a convention or gathering of personnel. Expenses for which public funds may not be used include, but are not limited to, hotel space, meals in restaurants and other eating places, travel to and from the convention, and entertainment events connected to or in physical proximity with the convention.

Section 15. Exceptions. This Act does not apply to public funds expended (1) at any convention or gathering of public safety personnel or (2) pursuant to a contract entered into before the effective date of this Act of the 100th General Assembly.

Section 20. The State Finance Act is amended by adding Section 14d as follows:

Sec. 14d. Conventions and gathering of personnel.

(a) As used in this Section:

"Convention or gathering of personnel" means a gathering of employees or contractors from 2 or more separately domiciled or geographically separated units of local government, school districts, community college districts, or local taxing bodies for the purpose of professional education, training, retraining, or personnel development. "Convention or gathering of personnel" also includes, but is not limited to, leagues or associations that include 2 or more similar units of local government.

"Public safety personnel" has the meaning given to that term in subsection (m-5) of Section 1 of the Solicitation for Charity Act.

(b) For contracts entered into on or after the effective date of this amendatory Act of the 100th General Assembly, appropriations shall not be expended to rent or pay for access to physical space for booths, hospitality suites, or other physical space at a convention or gathering of personnel.

(c) This Section does not apply to appropriations for physical space expenditures at any convention or gathering of public safety personnel.

Section 99. Effective date. This Act takes effect upon becoming law.
