SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Abolition of Confederate Symbols Act. Provides that no public body shall display the Battle Flag of the Confederacy, otherwise known as the "Confederate Flag", or any other similar image, on any public property or land in the State unless the flag or an image thereof appears in a book, digital medium, museum, or is used to serve any other educational or historical purpose. Provides that no public body shall sell the Battle Flag of the Confederacy, or any other object or property containing an image of the flag, unless the flag or an image thereof appears in a book, digital medium, museum, or is used to serve any other educational or historical purpose. Provides that no monument, memorial, or statue honoring the Confederate States of America or any soldier of the Confederacy shall be erected on public property or land in this State, or otherwise be erected using public funds. Provides that any monument, memorial, or statue honoring the Confederate States of America or any soldier of the Confederacy existing on public property or land as of the effective date of this Act shall be removed within a reasonable period of time thereafter. 1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Abolition of Confederate Symbols Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Public body" means the State of Illinois or any political
8subdivision of the State, including any State agency, any unit
9of local government, any public school district, or any public
10university or community college.
11    "Public funds" means funds appropriated by the Illinois
12General Assembly or by any political subdivision of the State,
13including any State agency, any unit of local government, any
14public school district, or any public university or community
15college.
16    "Public property or land" means any building or land, or
17portion thereof, and any other property owned, leased,
18controlled, or rented by the State of Illinois, any State
19agency, any unit of local government, any public school
20district, or any public university or community college.
 
21    Section 10. Confederate flag display and sale; monuments.
22    (a) No public body shall display the Battle Flag of the
