SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Michael A. Downen of East Moline, who passed away on January 10, 2016; and

WHEREAS, Michael Downen was born on February 4, 1938 in Moline to Nelson and Rita England Downen; he married Mary Skalla on April 23, 1966 in Davenport; and

WHEREAS, Michael Downen served in the United States Army; and

WHEREAS, Michael Downen earned his bachelor's degree from Western Illinois University; and

WHEREAS, Michael Downen worked as a systems analyst in the Quad Cities area and also taught at Scott Community College; after retiring, he worked part time for H&R Block; and

WHEREAS, Michael Downen was an avid bowler; he was also a diehard Chicago Cubs and Chicago Bears fan; and

WHEREAS, Michael Downen was preceded in death by his parents; and

WHEREAS, Michael Downen is survived by his wife of 49 years, Mary Downen; his children, Scott Downen, Matthew Downen, Susannah (Ron) Borowczyk, Kathleen (Duane) Fleming, and Terry Skalla; his grandchildren, Shannon (Devin) Abel, Kimberly Borowczyk, Ethan Skalla, Hailey Borowczyk, Madeline Borowczyk, and Samuel Fleming; and his cousin, Nancy (Owen) Stipp; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with his family and friends, mourn the passing of Michael A. Downen; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Michael Downen as an expression of our sympathy.
