SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of William Stephen "Steve" Swinney of Benton, who passed away on September 16, 2015; and

WHEREAS, Steve Swinney was born in Benton on June 20, 1948 to Dr. William "Bill" Joplin Swinney and Dorothy Monroe Swinney; he was a 1966 graduate of Benton Community High School, serving as class President and in numerous other clubs; he earned his bachelor's degree from Illinois State University and his master's degree from the University of Denver; and

WHEREAS, Steve Swinney spent the past 41 years working in the banking industry, serving as the President of the State Bank of Whittington since 1977; during his years as President, the bank added 3 new branches in Benton, Sesser, and Christopher; the bank has continued to be locally owned and operated and carries a 5-star rating; and

WHEREAS, Steve Swinney served most of his career on the legislative committee for the Community Bankers Association; he accepted the award for Business of the Year in 2010 for the State Bank of Whittington; and

WHEREAS, Steve Swinney was an avid golfer and enjoyed spending time with family and friends; he was a member of the Boccie Ball Club and the Elks Club; and

WHEREAS, Steve Swinney is survived by his wife, Sibyl Rodenbush Swinney; his children, Greg Swinney, Heather Franklin (Michael), and Sara Holman; his stepchildren, Ronda Baker Dunn (Randy), Beth Baker, and Preston Baker (Amy); his grandchildren, Tommy "The Turtle" Swinney, Emma, Kaylee, and Jacob Franklin, Dash, Charlie, and Josie Holman, Sara Hammer (Matt), Gavin Wanstreet (Elaine), and Lea Baker; his great-grandchild, Eleanor (Ella) Hammer; his sister, Nancy Durham (Chuck); his niece, Stephanie McDuffee (Mike), and her children, Jessica Sommer (Ethan) and Keyndra Calvin; his brothers-in-law, the Rev. Robert Rodenbush and wife, Evangeline, and Barry Rodenbush; his special cousin, Jack Monroe; and several other family members, friends, and colleagues; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of William Stephen "Steve" Swinney, and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Steve Swinney as an expression of our deepest sympathy.
