SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 6
ILCON Art. V, Sec. 2

    Proposes to amend the Legislative and Executive Articles of the Illinois Constitution. Provides that a person who has served four 2-year terms as Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, or Minority Leader of the Senate may not be reelected to the same office. Provides that service before the second Wednesday in January of 2017 shall not be considered in the calculation of a person's service. Provides that a person may not be elected to the office of Governor or Lieutenant Governor for terms totalling more than 8 years for each office. Provides that service before the second Monday in January of 2017 shall not be considered in the calculation of a person's service.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Section 6 of Article IV
9and Section 2 of Article V of the Illinois Constitution as
10follows:

THE LEGISLATURE

13    (ILCON Art. IV, Sec. 6)
14SECTION 6. ORGANIZATION
15    (a) A majority of the members elected to each house
16constitutes a quorum.
17    (b) On the first day of the January session of the General
18Assembly in odd-numbered years, the Secretary of State shall
19convene the House of Representatives to elect from its
20membership a Speaker of the House of Representatives as
21presiding officer, and the Governor shall convene the Senate to
22elect from its membership a President of the Senate as
23presiding officer.

1    (c) For purposes of powers of appointment conferred by this
2Constitution, the Minority Leader of either house is a member
3of the numerically strongest political party other than the
4party to which the Speaker or the President belongs, as the
5case may be. A person who has served four 2-year terms as
6Speaker of the House of Representatives, President of the
7Senate, Minority Leader of the House of Representatives, or
8Minority Leader of the Senate may not be re-elected to the same
9office. Service before the second Wednesday in January of 2017
10shall not be considered in the calculation of a person's
11service.
12    (d) Each house shall determine the rules of its
13proceedings, judge the elections, returns and qualifications
14of its members and choose its officers. No member shall be
15expelled by either house, except by a vote of two-thirds of the
16members elected to that house. A member may be expelled only
17once for the same offense. Each house may punish by
18imprisonment any person, not a member, guilty of disrespect to
19the house by disorderly or contemptuous behavior in its
20presence. Imprisonment shall not extend beyond twenty-four
21hours at one time unless the person persists in disorderly or
22contemptuous behavior.

2SECTION 2. TERMS
3    These elected officers of the Executive Branch shall hold
4office for four years beginning on the second Monday of January
5after their election and, except in the case of the Lieutenant
6Governor, until their successors are qualified. They shall be
7elected at the general election in 1978 and every four years
8thereafter. A person may not be elected to the office of
9Governor or Lieutenant Governor for terms totalling more than 8
10years for each office. Service before the second Monday in
11January of 2017 shall not be considered in the calculation of a
12person's service.

SCHEDULE
15    This Constitutional Amendment takes effect upon being
16declared adopted in accordance with Section 7 of the Illinois
17Constitutional Amendment Act.
