1 SENATE JOINT RESOLUTION

2     RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
3 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
4 CONCURRING HEREIN, that the Personal Property Replacement Tax
5 Reform Task Force is hereby created; and be it further

6     RESOLVED, That the Task Force shall consist of the
7 following 12 members:
8         (1) the Speaker of the House of Representatives or his
9     or her designee;
10         (2) the Minority Leader of the House of Representatives
11     or his or her designee;
12         (3) the Senate President or his or her designee;
13         (4) the Senate Minority Leader or his or her designee;
14         (5) the Director of Revenue or his or her designee;
15         (6) a representative of a statewide organization
16     representing municipalities, appointed by the Governor;
17         (7) a representative of a statewide association
18     representing taxpayers, appointed by the Governor;
19         (8) a representative of a statewide association
20     representing manufacturers, appointed by the Governor;
21         (9) a representative of a statewide chamber of
22     commerce, appointed by the Governor;
23         (10) a representative of a statewide association
24     representing retail merchants, appointed by the Governor;

1         (11) a representative of a county, appointed by the
2     Governor; and
3         (12) a representative of a statewide association
4     representing school boards, appointed by the Governor; and
5     be it further

6     RESOLVED, That the members of the Task Force shall select a
7 chairperson from among themselves; and be it further

8     RESOLVED, That the Task Force shall meet at the call of the
9 chair or any 7 members; and be it further

10     RESOLVED, That the Task Force shall conduct a study on
11 personal property replacement taxes; and be it further

12     RESOLVED, That the Task Force shall identify the types of
13 entities that pay personal property replacement taxes in this
14 State and shall study the distribution of personal property
15 replacement tax revenue and the ways in which the population
16 and businesses have shifted since personal property
17 replacement taxes were first introduced; and be it further

18     RESOLVED, That the members of the Task Force shall serve
19 without compensation but shall be reimbursed for their
20 reasonable and necessary expenses from funds appropriated for
21 that purpose; and be it further

1     RESOLVED, That the Department of Revenue shall provide
2 administrative support to the Task Force; and be it further

3     RESOLVED, That the Task Force shall submit its findings to
4 the General Assembly no later than August 1, 2015; and be it
5 further

6     RESOLVED, That suitable copies of this resolution be
7 presented to the Governor and the Director of Revenue.
