SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/50 new

    Amends the State Finance Act. Creates an irrevocable and continuing appropriation for the distribution of any federal funds received by the State for the purposes authorized by the federal government for those funds. Provides that federal funds shall be disbursed in accordance with any requirements imposed by the federal government and that nothing in the provisions shall be construed in such a way so as to avoid any requirements imposed by the federal government in disbursing funds to the State. Authorizes the State Treasurer and State Comptroller to make distributions of federal funds as provided. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 50 as follows:
 
6    (30 ILCS 105/50 new)
7    Sec. 50. Continuing appropriation of federal money. This
8Section shall constitute an irrevocable and continuing
9appropriation for the distribution of any federal funds
10received by the State for the purposes authorized by the
11federal government for those funds. Funds appropriated under
12this Section shall be disbursed in accordance with any
13requirements imposed by the federal government and nothing in
14this Section shall be construed in such a way so as to avoid
15any requirements imposed by the federal government in
16disbursing funds to the State. The State Treasurer and State
17Comptroller are hereby authorized to make distributions of
18federal funds as provided herein.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.
