SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.866 new
625 ILCS 5/3-699.14 new

    Amends the State Finance Act. Creates the Illinois Trail Corps Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Illinois Trail Corps plates. Provides that the applicant shall pay an additional fee of $30 for original issuance of the plates, of which $15 shall be deposited into the Illinois Trail Corps Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the Illinois Trail Corps Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Illinois Trail Corps Fund shall be paid as grants divided evenly between the Illinois Trail Corps for the funding of young adult and military veteran job skill development, and the Serve Illinois Commission for recruitment, training, outfitting, and program management costs.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The Illinois Trail Corps Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699.14 as follows:
 
10    (625 ILCS 5/3-699.14 new)
11    Sec. 3-699.14. Illinois Trail Corps plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary of
14State, may issue special registration plates designated as
15Illinois Trail Corps plates. The special plates issued under
16this Section shall be affixed only to passenger vehicles of the
17first division or motor vehicles of the second division
18weighing not more than 8,000 pounds. Plates issued under this
19Section shall expire according to the multi-year procedure
20established by Section 3-414.1 of this Code.
21    (b) The design and color of the special plates shall be

1wholly within the discretion of the Secretary. The Secretary
2may allow the plates to be issued as vanity plates or
3personalized plates under Section 3-405.1 of this Code.
4Appropriate documentation, as determined by the Secretary,
5shall accompany each application.
6    (c) An applicant shall be charged a $30 fee for original
7issuance in addition to the appropriate registration fee, if
8applicable. Of this fee, $15 shall be deposited into the
9Illinois Trail Corps Fund and $15 shall be deposited into the
10Secretary of State Special License Plate Fund. For each
11registration renewal period, a $25 fee, in addition to the
12appropriate registration fee, shall be charged. Of this fee,
13$23 shall be deposited into the Illinois Trail Corps Fund and
14$2 shall be deposited into the Secretary of State Special
15License Plate Fund.
16    (d) The Illinois Trail Corps Fund is created as a special
17fund in the State treasury. All moneys in the Illinois Trail
18Corps Fund shall be paid, subject to appropriation by the
19General Assembly and distribution by the Secretary, as grants
20divided evenly between the Illinois Trail Corps for the funding
21of young adult and military veteran job skill development, and
22the Serve Illinois Commission for recruitment, training,
23outfitting, and program management costs.
